Eastbourne and Poole have asked about his future as clubs step up their team-building moves following the annual meeting of the Promoters' Association in Tenerife.
Lyons, 33, has been with the Aces since 1992 but has no desire for a switch at this stage of his career.
He is on holiday at his home Down Under in Victoria but has bought a home in Manchester and doesn't fancy a move, especially to the south coast.
Perrin said: "Eastbourne and Poole mentioned their interest in Lyons at the annual meeting but when I told him he said immediately that he wants to stay at Belle Vue.
Pressure
"He's looking to have a really good season next year and will be racing during his trip home as part of his preparations.
"Jason has taken bikes home with him so he can work on his holidays so it's obvious he means business.
"He had the extra pressure of being in the Grand Prix last season and I think it affected him at times with all the extra work and travel involved.
"It's something he wanted to do after qualifying for the World championship but he's got it out of his system and wants to concentrate on racing for Belle Vue next season.
"I can understand other clubs being interested in him because he is a rider who can improve his average next season."
The Aces are holding a public meeting at the stadium tonight (8pm) to update supporters on developments.
Season tickets will go on sale.

The new rules mean that the Aces cannot accomodate both Jason Lyons and Joe Screen, but it should be Screen who makes way.
Lyons has an away average around 2 points higher than Screen and is the better rider.
Also Lyons has been loyal to Belle Vue for 12 years unlike Screen who left after the 1993 championship win to pursue bigger bucks at Bradford.
Loyalty must be rewarded.

Then with Crump, Lyons, Bjerre and Schlein we're starting to look useful.
Much as I like Joe Screen it would be a big mistake to use him instead of Lyons. Screen's away average is very poor at around 5.50 against Lyons 7.50

Much as I have always been a fan of Joe Screen since he first started at Belle Vue in 1989, John Perrin must realise that the new season is 2004 and Screeny now only has an away average of 5.50 Not good enough for a No.1 in a title chasing team.
Jason Lyons will give the team the strength needed away from home.
I just hope the M.E.N. print the fans comments for John Perrin to see, because he seems to be leaning towards the mistake of signing Screen out of some misplaced sentiment.
We want a winning team - and that means Mr Belle Vue, Jason Lyons.

He has the best chance of upping his average and is a far, far better rider away from home and thats where league titles are won.
Lyons also has the loyalty to the club.
Mr Perrin get Jason signed up quickly, and give Joe time to find another club.
We also need to get a promising young foreigner from the Swedish or Polish League for the bottom end like Poole have done with Lindback and Wolves with Lindgren.
How about the M.E.N. passing on the fans comments to Mr Perrin?

Jason Must be in the team.
Please Manchester Evening News tell Perrin that the fans want Mr Belle Vue in the side when we lift the 2004 league title.
Screeny was a good rider once, but now he's overweight

His loyalty to the club is without question and he MUST be in the 2004 side.
