Captain Jason Crump led the Fonestyle UK Aces to a two-leg final against Coventry with the away leg next Monday and the decider at home on September 26.
Crump won five of his six races and received superb support from Joe Screen, who defied a shoulder injury, and Jason Lyons, who won three of his last four races as the Aces took control in the later stages.
Aces team manager Ian Thomas said: "It was very hard work early on but we got the right result in the end and we're in the final.
"The lads were magnificent because they had to fight for every point but, in the end, we had the staying power.
"I was nervous all night because it was so close but we showed why we finished top of the table."
Eastbourne took an early edge to lead 7-5 after two races but Screen and Lyons took full points from the third, even though they had to be earned the hard way.
Dean Barker, who had won the first, led from the start but Screen stormed round the outside of his pal at the end of the first lap and then Lyons nipped through on the inside.
Crump won the fourth but the Aces had to settle for a share of the points as team mate Andy Smith fell.
The points were shared in the next four races but the stalemate was finally broken when Lyons pulled out a brilliant win in the ninth, holding off former world champion Mark Loram.
Screen took third place to double the lead to a narrow four points.
That was increased by another two points in the 10th and the magnificent Crump maintained the advantage when he took Adam Shields after a three-lap chase.
Suddenly the Aces were in charge when they took maximum points for the second time of the night. Screen was the winner again but this time he was followed in by Smith who rounded both Eastbourne riders on the first lap.

Absolutely delighted to make the final although I have fully expected to for some while now. We made hard work of it for a while but it takes something special to beat us round Kirky Lane this year. One thing that spoiled it a little was the length of time the meeting took owing to Sky's simultaneous coverage of both semi finals. The meeting took far too long and the extended time gaps between each heat killed the atmosphere dead when it should have been building to a climax. I hope Sky don't continue with this style of television for future meetings.
