Goulding, 34, has spent a full season on the sidelines after standing down as Rochdale Hornets coach.
He revived the club's fortunes on a shoestring budget but the death of chairman Ray Taylor, who who gave him his big break at Spotland, brought changes and forced Goulding out.
He admits to becoming disillusioned with the game in which he enjoyed a glorious playing career.
Fellow former Great Britain scrum halves, Shaun Edwards and Mike Ford, are already in union.
He said: "I desperately want to get back into coaching as soon as possible and will seriously consider rugby union if nothing happens in league.
"It's just a pity there doesn't seem to be many chairmen like Ray Taylor out there. He took a chance on me, he backed me and I proved myself. I see people still in jobs who have spent a lot of money and it's not happened for them.
"I have a representative working for me who is seeing what is available in rugby union, not only in this country but in Wales, Scotland and Ireland.
"It is an option open to me and I still feel I've a great deal to offer.
"People saw what I did at Rochdale but nowadays there seems to be a lack of opportunity. I worked my socks off for nothing and others go in, get all the praise and haven't achieve anything compared to what I did.
"I just want to put something back into the game.
"I've been looking after myself, keeping fit and I've taken on the role of house husband looking after the children.
"But I want to be earning money from rugby.
"An assistant's job with a Super League club appeals to me, so too does a job with a National League club and I am interested in the vacant post at Doncaster.
"I hope something works out but look what happened to John Pendlebury. He was coach of the year at Halifax but he was out of the game for four years."

Good luck Bobby. Shame Widnes never offered you the job instead of McCormack.
Bobby turned a NHL side into a competitive force with no money.
Steve Mcormack turned a side of good players into an average NHL1 side.
I know you bring baggage Bobby but I would love to see you coach Widnes.
Having said that I would like to see anyone other than Mcormak.
