The 28-year-old Canadian joined the club this week from the Charlotte Checkers of the East Coast Hockey League.
Hand said: "He's not the biggest but he's tough and skilful, and a solid and consistent performer."
He has played all his career in the American minor leagues but was picked up as a free agent by NHL side Tampa Bay Lightning. He has spent five of his last six seasons with the Checkers.
"I was ready for a change and a new challenge and I liked the sound of a move to Manchester," said Smith.
"I pride myself on my plus/minus record; keeping the opposition off the scoreboard while chipping in a few points.
