Spurs will make a fourth improved offer for Chimbonda, who is listed at é6m, and Wigan will grant his release.
Tottenham boss Martin Jol is keen for the deal to be completed before the start of the World Cup.
Chimbonda's transfer to Spurs can be finalised now that Wigan chairman Dave Whelan has returned to the UK.
Wigan themselves have been linked with Spurs former Liverpool midfield star Danny Murphy but he won't be part of the deal for Chimbonda.
Whelan will also this week hold talks with manager Paul Jewell about a new five-year deal and is keen to remove a compensation clause from the manager's contract.
Jewell is happy to stay but it looks as if Henri Camara and Jason Roberts could be following Chimbonda out of Wigan.
Portsmouth want Camara and Turkish club Bisiktas have made an offer for Roberts.
Wigan have already lost Jimmy Bullard and fans are becoming increasingly concerned at the surprised departures of Wigan's top players.

Personally i dont want chimbonda. we r tottenham and we now need the best players about. teams like wigan want/need our players not vice versa. Wigan will be in championship next season so if hes that good lets wait til then and sign him for less than half
Im a spurs fan, i have admired what wigan have done all season and hope they make further progress next season. as far as Chinbonda is concerned I though he had a great season for you, hope he stops the leak we had last season at that postition that cost us about 6 points.
I trust your management will use the money well they seem to have a gift for getting players on the cheep and selling at a nice proffit.

Why do people always have to be-little teams? Spurs two/three years ago looked more certain to be in the championship than Leeds. But look what happens when you get a good manager and money to back him. If you want to wait until next year when we are down well, ask all the other people who said we'd be down by christmas this year?
I think Wigan are getting a great deal if Spurs pay anything over 3m for Chimbonda. I think Jewell is just trying it on by saying Chiombonda is worth 6m and all that International/made the prem XI talk is just to get the fee up. Chimbonda wants to play for a bigger team and Jewell's just bitter because all their best players are jumping ship.
