More talks are planned between the two parties. Wigan have agreed a fee with Norwich but personal terms and agent's fees still have to be decided.
Manger Paul Jewell was hoping to complete the deal ahead of tonight's game against Morecambe when Latics will again be without first-choice keeper John Filan, sidelined by a knee injury and the after-effects of a groin operation.
This means former Manchester United apprentice Mike Pollitt could start in the side for his new club's opening Premiership match with Chelsea.
Meanwhile, striker Nathan Ellington has still not signed a new contract.
Wigan have been chasing Sheffield United's Phil Jagielka and continue to be linked with Tottenham's Michael Brown.
Jewell could renew interest in these players if the Francis deal falls through at the 11th hour.

"agent's fees ", says it all, it's the agent who have been trying to engineer a move all summer.
My guess is he'll stall until a southern club comes unless the agent gets a big wedge. Hate to say but I'm with Simon Jordan on this subject
