Bullard signed for West Ham on the same day former manager Harry Redknapp took Paolo di Canio to Upton Park.
Wigan will be at full strength with skipper Matt Jackson likely to be recalled in place of defender David Wright.
And new signing Brett Ormerod boosted his fitness with a midweek run out for the reserves.
Manager Paul Jewell said: "I had a chat with Brett and he wanted to play in this game. The lad needed a runabout and we need him to be on top of his fitness. Remember, he hasn't played a lot of football in the last year or so."
Lee McCulloch, Leighton Baines and Graham Kavanagh returned from international duty over Easter and trained with their Wigan teammates ahead of the game against a side who foiled play-off hopes with a 1-1 draw on the last day of the season.
Wigan have again dismissed reports linking former keeper Roy Carroll, Manchester United with a return next season should Latics win promotion.
Wigan are in the hunt for a new keeper but moves for Carroll appear unlikely.
The Latics hope Aussie keeper John Filan will agree a new deal, but neighbours Preston are understood to be interested.
LAST SEASON: Wigan 1 West Ham 1.
KEY OPPONENT: Teddy Sheringham, still a threat.
PREDICTION: Wigan 3 West Ham 1. Tweet
