Latics' boss Steve Bruce has ruled Zaki out and revealed the Egyptian international needs more time to recover from calf and hamstring injuries.
Zaki, a reported £15m target of Real Madrid, has missed Wigan's last two games but should return for next week's trip to Arsenal.
Henri Camara, who scored the winner in Monday's 1-0 win over Everton, will again deputise.
Camara is trying to win a new contract after spending the whole of last season on loan at West Ham.
Boss Steve Bruce said: "Back in the summer, we told Henri to knuckle down, work hard and train well.
"A chance has come his way again, he has taken it and the ball is in his court to now show us what he is capable of."
Bruce is not underestimating West Brom, as Wigan look to post rare back-to-back wins.
He added: "If we can win then we can say we have had a decent start to the season but West Brom have good players and good principles. All the clubs who have come up into the Premier League have made a fist of it and it's going to be tight.
Mario Melchiot and Jason Koumas are also back in the Wigan squad.
Latics, meanwhile, have again been linked with Reading striker Kevin Doyle.
Bruce is also awaiting reports from Mexico to determine the full extent of the leg injury sustained by his top target Cristian Benitez, the Ecuadorian international striker.
Bruce was ready to splash out £8m in January but some reports claim Benitez has broken his leg while others have stated he only has muscle damage.
West Brom midfielder James Morrison is poised to return for the game.
The Scotland international missed the single goal defeat at Stoke after suffering a knee setback against Chelsea a fortnight ago but returned to training yesterday and will be involved if he suffers no reaction.
Playmaker Felipe Teixeira and central defender Jonas Olsson are also expected to be in contention after picking up minor knocks against Tony Pulis’ side.
