Latics boss Chris Hutchings will now turn his attention to persuading West Brom's Paul Robinson to follow Brown to the JJB Stadium.
The full-back - who has passed a medical - is mulling over Wigan's offer and would be a ready-made replacement for Leighton Baines, who is expected to join Everton.
Wigan have rejected one £4.5m offer for the England Under-21 defender from the Goodison outfit and are unlikely to be interested in taking Lee Carsley as part of a deal following the arrival of Brown.
They are now expecting an increased bid.
Hutchings is also on the look out for another striker and Wigan are one of a number of Premiership clubs linked with Monaco frontman Mohammed Kallen.
Whoever he adds, the Wigan boss wants his players to prove they are worth a place in his starting line-up on the opening day against Everton in the remaining pre-season games.
"Starting places are definitely still up for grabs," he said. "Nothing is set in concrete and it's up to the players to show me exactly what they can do.
"I want a difficult job come the start of the season and it's only the players who will play their way out of the team by not playing to full potential ahead of the Everton match."
