Glenn Murray had given County a 14th-minute lead with his first goal for the club, but with just 12 minutes to go, Welch smashed home the league newcomers' equaliser.
Gannon had been disappointed at his side's failure to hold on to a lead at Mansfield last week and once again rotated his defenders, bringing in Rob Clare for Michael Rose. A hamstring injury to Tes Bramble in training meant a recall for Adam Le Fondre.
Murray had already threatened twice before he opened his account for County. The loan striker from Carlisle was on the end of a lovely move started by Jason Taylor's ball from the centre of the pitch. Adam Griffin, playing only his second game since finalising his move from Oldham Athletic last week, crossed into the middle, where Murray took advantage of uncertainty in the Stanley defence to strike the ball past keeper Ian Dunbavin.
The early lead was entirely deserved by a County side that had played at a high tempo from the start.
Accrington, who were playing at Edgeley Park for the first time since 1961, found it hard to get out of their own half, but when they did eventually emerge, they produced a scare for the County defence when Andy Todd's header from Leam Richardson's cross flashed past James Spencer's post.
Accrington boss John Coleman, the former Ashton United manager, undoubtedly gave his side a rollicking at half-time. They came out far brighter in the second half and were unlucky not to get a penalty when Ashley Williams appeared to take the legs of Ian Craney as the Accrington midfielder was lining up to shoot.
And Spencer had to make two great saves to keep out headers from Todd and Romauld Boco as the visitors pressed for an equaliser.
County fans got their first view of former Sheffield Wednesday and Ipswich striker Adam Proudlock, who signed this week on non-contract terms, when he came on as a second-half substitute for Le Fondre. But he couldn't inspire the win. In the 78th minute, Welch nodded the ball down and struck a screamer that gave Spencer no chance.

I didn't go to the game so I can't really comment.
The good news first.......we're giving ourselves the chance to win. Of course the bad news is that we're not closing the deal....yet. That's some progress but we're not a top half of the table side.......yet.
I'm sure Griff will make more and more difference as he gets match fitness and if Proudlock behaves himself he could make an enormous difference when he is match fit also.
I'm not surprised and also quite happy that JG hasn't been in a rush to throw around what money we've got, just to bring new faces in. He obviously wants to spend wisely and get the right players in who will improve the squad, not just anybody for the sake of signing someone. This is a good thing. There's always lots of players available and there's usually a reason why they're available.
Still think Jim'll fix it and we will steadily improve, perhaps slowly but surely, and I believe we'll get there because Jim Gannon is an intelligent and thorough manager with a first class football mind.
BTW I think you'll find that he will continue to appear to be fitting square pegs in round holes too for the time being until he can sign those players that he wants and believes will improve the team, not just fill a hole.
My best objective opinion, (even though I'm a lifelong County nut), improvement is gonna be gradual and bloody hard-earned.

My first game this season due to holidays and oh dear, oh dear, what a shambolic performance it was. Until we scored things were fine but after that...........complete disarray. Both full backs were appalling, Williams and Owen panic when the ball goes anywhere near them, Briggs and Dinning had awful games, Griffin played well first half but didn't even bother coming out for the second half. LeFondre is too slow and appears out of his depth. Only Spencer, Taylor and Murray come out of the game with any credit. Let's be honest, the woeful official never made a decision all night which was in County's favour as he failed to give two stonewall penalties. I was in the main stand directly behind the dugout and watched Gannon with interest. As the team began to unravel and a goal from Stanley looked inevitable was he intent on re-organising the side to stem the flow? No, he was too busy wanting a boxing match with a member of the Stanley coaching staff. When I look at all the quality players who've moved around on a Bosman this season and then look at who we've signed, it's extremely disappointing. In my opinion, we will go down this year and the slide that started around the turn of the century will be complete. As one of the other contributors noted recently, the only thing that will save us is an intervention by a rich businessman who has a passion for the football club. Sorry to be so gloomy and most people will say I usually am but I call it as I see it and in my view, we're nowhere near good enough nor organised enough to survive.
Yet again County start the first half well and look like they could something. Yet again County start the second half as if they didn't realises there is a second half. Was it really the same team that trotted out for the restart? Awful, would be polite, inept is more appropriate. Spencer only succeeds in keeping the score down. The defence are all at sea, the midfield might as well be by passed, and the two upfront are impotent. It's all very well creating chances, but the they have to be buried in the back of opponents goal. Come on lads, I'm paying to watch this tosh! Find some spirit, some guts, some fight, some desire, or find the door and go. I'm sure you'll be able to retrain for something, there's lots of adult education courses these days! If I was captian of this ship, I'd have been rescued long ago!
When will Gannon realise we need a new goalkeeper<,right back and right midfielder?
NOTHING has happened all summer yet Gannon seems unable or unwilling to sort it while slip further and further down the table.
Does any one else think last season has gone to Jims head and he does think he is Mourhinolike the supporters chant?
well i have news for him- he is not his tactical muddles have been a disaster so far constant chopping and changing of players and tactics to cover up his lack of action in the transfer market have not got me fooled.

Draws aren't enough and the way we failed to relieve pressure on us in the 2nd half was worrying. It's hard at this level to get players who are confident enough to put their foot on the ball for more than a fleeting moment but it'll have to become a serious part of training. Otherwise we're already in a relegation battle.
Daft as it may sound, we are already in a relegation battle. You are a total pessimist Alan, but let's face it you have every right to be. Friday was shambolic and Gannon's fracas with the Accrington bench was disgusting, especially considering the problems on the pitch at the time. We survived last season on the basis that Oxford failed to win their last game of the season. This season I fear we will not be so lucky. I'm sorry Mr Gannon but while you seem to be revered by a good number of County fans, this one is less impressed. I thought at the time that the releasing of Hamshaw was a disgrace and now I'm even more annoyed about it. Especially when you look at the dross served up by the current crop of players. Hamshaw had guile and invention - something which the current team is sadly lacking.

I'm not sure that's true Diego. A draw was the least that Accrington deserved, they were head and shoulders above us after the first 25 minutes, not to mention the two blatent penalties that the appalling referee missed. We are in a mess, you know it, I know it and I hope that Gannon knows it too and is prepared to do something about it. The current players are nowhere near good enough with one or two exceptions. If Gannon keeps his head in the sand and truly believes, Palmeresque, that we will give someone a good hiding one day, then I fear that the writing is on the wall.
i cannot believe these people who are passing these comments about Jimbo. yes weve not had a great start but come on last year we all thought we were doomed and set for the conference after the 6-0 drubbing at macc. Jimbo is a saviour give the guy a break and he'll do the job
Youre right John. You know how it is - you just get so desperate not to have a repeat of last season you can ignore the slices of luck we had. JG is still someone we can admire for the way he got results after christmas but you cant come into a club twice and he's got to lead the players so we can get safe early on. Apart from Chester last year, genrally if a team was safe by mid November it stayed safe.
the goal welch scored was an absolute stunner ive watched football for 50 years and they dont come any better than that.i watched him on monday night against notts forest he had a very strong game and was pinging the ball round better than beckham
