The proposal follows weeks of negotiations and meetings with the Hatters' owners, who have been approached by two other interested parties.
Trust spokesman Neil Chapman, who distanced the fans group's offer from all other interested parties, said: "We've given a full, detailed proposal to Cheshire Sport, which is our offer. We consider it be fair, sensible and reasonable.
"Brian Kennedy (the club's owner) has said he wants the club to be a community club and if Cheshire Sport are serious about that, then our offer, with some rough edges maybe smoothed off, will be accepted.
"We expect to hear a positive response from Cheshire Sport in the near future."
County managing director Kevan Taylor confirmed negotiations with other interested bodies have been suspended and said: "We have put other interested parties on ice while we talk to the Trust.
"The offer is under consideration and we're talking to Brian Kennedy and his advisers.
"We're mulling it over and we'll get back to the Trust as soon as possible, but there's no deadline because we need to give it serious consideration." Tweet

Good luck to the Trust. If Kennedy sells County to anyone else - particularly John Bachelor - I for one will not be renewing my season ticket this summer
Only the Trust can do the job.
No Trust means no club.
I have 4 season tickets that won't get renewed if Batchelor is even allowed near the ground let alone in it.
Good Luck to the trust, I am sure they have the true supporters intrest at heart, Best Wishes to all from an old supporter in Spain
ItB4s not been too pleasant over the last few years being an exiled County supporter (surrounded by Turf Morons even here!) but at least IB4ve not had to suffer actually watching the lads struggle. (I left the UK in 1997 - remember those halcyon days?!?) Good luck to the Trust. LetB4s make EP a place renowned for its football again rather than just a "Shark infested" rugby ground. PS to Brian - where in Spain are you?
