The decision to call off the League Two match on Saturday, February 24, because of a waterlogged pitch infuriated County boss Jim Gannon, who accused Rovers of not doing enough to protect it.
But a statement issued by the Football League supported Whitestone's part in the dispute. It read: "As far as the League is concerned the referee's decision to postpone the first match is not in question.
"The referee has sole discretion over whether a pitch is playable or not and the League supports the decision made in this regard."
Gannon also criticised the Football League's decision to appoint Whitestone to referee the re-arranged game, which Rovers won 2-1 on Tuesday night.
