A 78TH minute Michael McIndoe penalty ensured Latics continued their poor form with only one win in the last seven league games.
Although keeper Chris Day guesed correctly, he was unable to stop the midfielder's spot-kick as Rovers emerged with the three points.
Ironically, the penalty had stemmed from a Latics corner as Mark Hughes' shot fell to McIndoe whose 50-yard run ended with a pass to Lewis Guy who was felled by Terrell Forbes.
It was an afternoon to forget for most, if not all, of the Oldham side as they rarely looked like breaching a resolute Rovers rearguard.
Their best chance came two minutes into the second half as Chris Porter cut inside Nick Fenton and fed Andy Liddell who was thwarted by the feet of keeper Jan Budtz.
While their attacking display was hardly that of a rapier, Rovers created the more worthwhile chances as Marc Tierney cleared Paul Heffernan's goalbound lob, while Day saved from McIndoe and Ricky Ravenhill shot just wide from 20 yards.
With the FA Cup replay against Chasetown on Wednesday's night, Moore's side must stop making individual mistakes and rediscover the knack of scoring goals - and quickly.
