The Rebels have landed the man, who was United reserves' top scorer last season, until January - when he is expected to be snapped up by a Football League club.
FC have taken advantage of FA rules, which dictate Burns cannot play above UniBond League level until the transfer window re-opens, after a mix-up over his registration, and are hoping he gets international clearance in time to play.
The Northern Moor-born striker, who netted seven times in 18 games for United last term before being released in the summer, spent the close-season playing for Afurelding in Iceland before being picked up by Cardiff.
But the signings of Robbie Fowler and Jimmy Floyd Hasselbaink left him out in the cold - though the Bluebirds still own his registration.
The 19-year-old said: "Sir Alex said to me in May that with the new signings it might be better for me to build a League career elsewhere, but now, because of the contractual restriction, I can't do that until January."

I'm not surprised Aaron has had a "jaw-dropping" effect on his new FC United team-mates. I don't think it's fully sunk in with FC fans either. Directions: If travelling direct to the ground from the M6 - leave the motorway at junction 31 and initially head for Blackburn. At the top of a short dual carriageway you need to bear left at the Swallow Hotel towards Clitheroe, soon passing the 2 aeroplanes on your right! Continue along the A59 and carry straight on at the roundabout instead of going left along the A671 into town. You need to turn left off the A59 at the next sign for Clitheroe - watch for the "Information" and "telephone" symbols. Now head along Pendle Road, across the mini-roundabout and you’ll need to find a parking space once you see the postbox on your left. The ground itself is further along on your right behind the Bridge pub and the turnstile is up the narrow lane to the right of the pub.
If travelling from the Skipton end of the A59 - pass through Gisburn and continue along the A59 past the Stirk House Hotel on your right and then watch for the Auction Mart (A671) signs. You need to turn right off the A59 here and continue as far as the roundabout, then turn left past the hospital and on to the next roundabout near the petrol station. Turn left then follow the road round to the right, pass Tesco and then at the next (mini) roundabout turn left into Shawbridge Street. The ground itself is then on your left behind the Bridge pub and the turnstile is up the narrow lane to the right of the pub. You’ll need to find a parking space along Shawbridge Street.
Parking: There will be no parking at the ground; however there is plenty of parking in the side streets with a car park just 100 yards from the ground which is free after 6pm.
