The Croatia international's future has been subject of speculation this summer, which was fuelled further by the 25-year-old's admission last month that he would like to leave White Hart Lane for pastures new.
Reports on Tuesday suggested Modric would meet chairman Levy to discuss his future but it is now believed that no such meeting has been scheduled.
It is understood that Modric has yet to return from his summer holidays and is not due back in the United Kingdom until Thursday, with no meetings slated for his return.
Modric has been mooted this summer as a potential target for both Manchester clubs and Chelsea, leading the playmaker to admit that he would like to leave Harry Redknapp's side for Stamford Bridge.
The Zadar-born midfielder's comments were met with a firm rebuffal from Spurs, with Levy announcing in a statement that the midfielder was not for sale at any price.
"I wish to make it absolutely clear, as I have said previously, that none of our key players will be sold this summer," he said.
"We are building a team for the future to consistently play at the highest level and retaining quality players is crucial to that.
"In respect of Luka Modric, we are not prepared to sell, at any price, to Chelsea Football Club or any other club.
"We made our stance on this issue abundantly clear in writing to Chelsea. They chose to ignore it and then subsequently made the offer public.
"For the avoidance of any doubt, let me reiterate that we shall not enter into any negotiations whatsoever, with any club, regarding Luka."
While Levy insisted that the club considered the "matter closed", Modric has continued to be linked with a move away from north London.
Modric joined Tottenham from Dinamo Zagreb in a £16.5million move three years ago and has since established himself as a key player for the club, performing with aplomb in the Barclays Premier League and last season's UEFA Champions League campaign.

Who care's, he isnt good enough for United anyway. No creativity at all, no skill, no speed, cant score goals, no eye.....not even worth the £22m Chelsea bidded no matter what fatnapp thinks. We shouldnt waste time with this loser, if we go for a midfielder it should be Sneijder.

That Levy geezer sure knows how to drive the price up on a player.
Modric is SAF first choice for the midfield position. He likes the player and rates him very highly. Chelsea have shown their hand made a move and Spurs reacted Levy is very good in these situations and will drive the value of the player up as high as he can.
The worrying thing is anytime we try and sign a player from Spurs they seem to get well over the odds (Berbatov and Carrick) this chairman sold Robbie Keane to Liverpool for well over the odds 2 years ago.
The main factor will be how long is SAF prepared to wait the last day of the Transfer window or will he have learnt from his dealings with Levy and target someone else. One thing for sure Modroc will leave Spurs and it will be for a lot more than 22 million.

I don’t want to sound pessimistic, but I do, as well as many of you do, remember the last signing from Tottenham, Mr. Berbatov! An expensive signing with negligible return so far! I hope the next signing from Tottenham does not turn out like the previous one. In Manchester United I trust!

I think more than this type of player we need someone like Bastien Schweinsteiger, but then I have been suggesting him for a few years now.
1st choice Modric has put his eyes on joining Chelsea, let's face it... He said he wants to stay in London so why bother and continue with these stories linking Modric to United.. The boy does not want to move houses.
2nd boy Nasri is close to a deal with City & 3rd choice Sneijder doesn't want to leave Italy/Milan and when he does he also want's to go to London to be close to his m8 van de Vaart.
So who o who will become Fergie's new midfield star? Probably he stick with Carrick & Gibson..

If we could get him for £15m, it would be worth a shot, but he's not worth anything more.
Nasri would be a better option I feel for around an extra £5m, failing that go all out to get Sneijder.
