Former United star Cole reckons Fergie missed out on the best striker on the planet when the Spain international moved to Liverpool in a £26m deal from Atletico Madrid two years ago.
But Cole also believes that in Wayne Rooney United have a player close to challenging Cristiano Ronaldo and Lionel Messi as one of the finest in the world.
Ferguson took a long look at Torres when trying to find the man to replace Ruud van Nistelrooy's goals in 2006.
But he opted not to firm up his interest with an offer and Torres eventually became a record signing for Liverpool, establishing himself as one of the deadliest finishers in Europe.
He has gone on to score 60 goals in little over two seasons at Anfield and since been linked with a mega-money move to Old Trafford.
Liverpool boss, Rafael Benitez, this week insisted he would quit the Kop before allowing his star man to leave for any price. And Cole believes his former manager will be kicking himself for missing out on a man who has terrorised United with two goals in his last two games against them.
"I know Manchester United watched him closely, but decided that given the likely fee he wouldn't be good enough to play at Old Trafford," said Cole.

"United scouts judged him receiving the ball in all different positions and watched his reactions. We all make mistakes and not signing Torres was one because I've spoke to several of the current United players about him and they all say the same thing: `Top, top player.'
"Torres stunned me when he arrived from Atletico Madrid because he settled so quickly. The Premier League is totally different to the Primera Liga, but you wouldn't know it watching Torres.
"He reminds me of that great Liverpool goal-scorer Ian Rush. He seems to drift in and out of games while always remaining a threat. At times, Torres can make out he's almost uninterested, and then tunes in, just like that, and he's away with the ball with fantastic pace.
"Torres's game isn't just about the box, but he's most dangerous there because his close control allows him to take possession in confined areas. He can transfer the ball from foot to foot to create space to get in a shot."
While Ronaldo replaced van Nistelrooy's goal output, the Portuguese international's departure last summer has left a massive hole in United's attack.
Neither Dimitar Berbatov nor Michael Owen have shown signs of filling that goal void, which has prompted Ferguson to look at host of options at home and abroad.
Valencia's David Villa is a long-term target, Edin Dzeko of Wolfsburg is another option, while Carlton Cole is also interesting the United manager.
It remains to be seen if Ferguson will move to strengthen his forward line during the January transfer window or at the end of the season - but he has already voiced his concerns over United's lack of firepower.
With only 23 goals in the Premier League this term, they trail Arsenal (36), Chelsea (29) and Liverpool (27) in the scoring stakes.
With eight goals in all competitions, Rooney, has been one of the few attacking highlights since the departures of Ronaldo and Carlos Tevez, but even he has managed only one goal in his last seven appearances.
Still, Cole is convinced the England international is close to being considered among the very best in the world.
"Wayne Rooney is a great forward," he said. "He can play centre forward, right and left wing.
Faultless
"He would probably play in net and do well - he actually plays in net a lot during training at Carrington.
"Rooney's work ethic is faultless, he plays for the team and he's got everything. When United look at young new players, they search for seven or eight key attributes.
"They'll usually sign a player if they have six. When they first saw Rooney at Everton they privately admitted that he had everything.
"United fans call him `the white Pele.' He's not at Pele's level, but Rooney is thriving in Ronaldo's absence, has started the season really well and is nudging towards the level of Lionel Messi and Ronaldo.
"Rooney can change a game and he's Manchester United and England's most important player.''

from what i gather, the main reason utd didnt pursue their interest was down to his goal scoring record in spain, it wasnt that of a world class forward! many of the poster on this forum also agreed and said he wasnt good enough!
he is certainly an elite goalscorer along with, villa, drogba, fabiano, ronaldo, messi, henry, eto, benzema and ibrahimovic!
I would like to see us sign a new striker, 1 with lots of pace who can stretch defences ala eto, saha, andy cole!

be very very very careful where you go with this he who knows everything will insist that torres would never come to united. red issue published a few years back and article saying that uniteds coaching staff said he would not be a prolific goalscorer. i had already read words to that effect in another magazine( can't remeber where). instead we signed a player 6 years older with only a fraction of his ability in the art of the striker for considerably more money.

there must be an element of upset for Torres knowing that he's not got much around him, and i'm sure a player of his calibre is desperate to win something... might leave anfield before too long with the way they continue to flounder.

It's worth noting that one of United's biggest 'flops' in recent years, Forlan, was signed to replaced Torres at Atletico Madrid and scored 58 goals in his first 2 seasons compared to Torres' 28 goals in his final 2 seasons in Spain.

What we do need is a proper forward we currently dont have any striker that gets behind the last line of defence (i'm not counting owen), no striker we have is much of an arial threat and neither possess lightning pace or are proper goal scoring strikers, dont get me started on goal scoring midfielders.
Pool have torres who can do all the above and chelsea have anelka and drogba.

What i do know, is that Torres is by far and away the best CF/striker on the planet right now! & He didn't sign for us !
After that, WE LOT, don't know anything. Only SaF, Torres, a few agents and club officials will know the truth. One day SaF will tell us, then WE will know.
As for our situation....we have great strikers.....They have all proved it ......we just NEED to find the way to make them prolific for US !!

The Red Issue story came about because they read the words that Fergie used in a press conference and hadn't seen his face. Had they seen his face they'd have seen he was being sarcastic. He also said in the same press conference 'we were in for the boy a couple of times but for one reason or another he wouldn't come. You can't keep going back to the well'.

The fact is that not everyone fancies Manchester as a place to be or the high pressure of being a player here. SAF's reputation probably puts off as many as it inspires and, lately, there will be concerns among would be recruits that father time makes it inevitable that a management shake-up is imminent here. The relatively high player turnover, generated in part by too many recruitment mistakes, will also put some off who may worry their careers could go the same way as those of Veron, Kleberson, Djemba, Miller, Taibi, Nani, Tosic and Bellion etc. OT can make you but it can break you just as easily.
So, we may feel that the likes of Kluivert, Shearer, Ronaldinho, Kewell (thank God ), Benzema, Ramsay and, yes, Torres were stupid to turn us down, but we shouldn't be too surprised. If you are not a fan in the first place there are plenty of other options out there.

I think there just came a point when we thought he wasn't going to leave Spain. Chelsea also were chasing him and seemed to come to a similar conclusion but the most surprising thing was how easily Liverpool got him in the end and for a fee that was cheaper than what United and Chelsea were allegedly offering. But that's life. Happened with Kluivert too, when he wanted to join Arsenal rather than us in 1998 and we went for Dwight Yorke, and recently it happened with Benzema who we chased a lot but who didn't want to play for us.
Torres would have been a great addition. He wasn't prolific at Athelico Madrid, but anyone could see his talent so I don't think it was a scouting issue, more the fact he wouldn't move to us. It's his loss anyway and in another 2 seasons he may start to have regrets, as all his goals and brilliant play haven't resulted in a single trophy for him at club level.
