The 30-year-old's move to Goodison Park, where he will join former Red Phil Neville, is subject to a medical. He has been offered a two-year contract with the option of a one-year extension.
Saha joined United in January 2004 for just under £13million, but despite showing fine form when fit, a series of injuries have limited his presence in the first team.
His four years in a United shirt have yielded 42 goals from 123 appearances.
Last term the forward was struck down again by knee problems and he made just 10 starts with 13 sub appearances and he contributed five goals to the Reds' double-winning season.
But Saha has not featured at all in United's pre-season or start to the Premier League campaign.
Now Everton boss David Moyes will be hoping he leaves his bad luck behind in Manchester.

Only having two strikers in Rooney and Tevez is leaving the door wide open for huge problems if either one of those two get injured.
Manucho is ages away from competitive match fitness, and you have to wonder will he be able to cut it at the highest level.

Manucho shouldn't be out too long. He'll be back in training in a week or so. His fitness isn't the big issue as he'll probably be used as an impact player from the bench until he integrates into the team after training with them for a while.
If Saha's move is confirmed, it might suggest other things are happening but the reality is that he was told earlier in the summer that he should find himself another club. He still has to pass a fitness test.

This means Berba is coming....dont worry about how much for.... it'll be about 28 mill - overpriced for his age etc - but so what? he will fit perfectly with rooney and tevez. and with ronaldo and nani we will have the perfect blend of pace, skill, flair and power in our attack.

im glad he has gone as it frees up cash and wages and a space on the treatment table! maybe hargo will play more now he doesnt have anyone to chat to in the physio room!
hopefully this means berba is gonna be going through - would be good to finally get him and get few training sessions under his belt before the scouse match
