Sir Alex Ferguson has questioned the validity of comments attributed to him last week regarding the Bulgaria striker but that is understood to be only one of Spurs’ concerns in the past 12 months.
Spurs have been angered by United and Liverpool, who are chasing Robbie Keane, and the two clubs will write back in response to the complaints before it is decided whether they will face a charge.
Spurs chairman Daniel Levy has accepted that Berbatov and Keane want to leave White Hart Lane but there is expected to be a fall-out from the transfers if they go through, given that Ferguson has been accused of “sheer arrogance” and being “hypocritical”.
Spurs believe United have broken Premier League rules in the last year and are confident their evidence will support their complaint.
Berbatov, 27, interested United before moving to Spurs from Bayer Leverkusen in 2006 and has been consistently linked with a move to Old Trafford for Champions League football since his successful rookie season in England.
Levy’s criticism of Liverpool in his statement last week was less harsh than he was on United, although he has been upset by Rafael Benitez before. In March 2006 the Liverpool boss claimed Spurs were “desperate” to sell Jermain Defoe and take Djibril Cisse.

Well done Levy for standing upto the bully's of the Premier league. I hope the FA now have as much nous now and justice is served in the form of a huge fine and a new rule not allowing this sort of thing to continue.

As a United fan i found the Ronaldo 'scenario' hard to fathom, still do with my United hat on, especially after winning the trophies. Stepping out of the box and thinking about it, what better time for Ronaldo to 'announce', cryptically as it may be, it was time for a move. United and its fans would no doubt be grateful for his contribution, the world was aware of his talents as the 'best', and Real Madrid had made him their prime target. Add on the 'ego' factor and it all adds up nicely - for him. Persoally i see him as selfish, out of touch with the man in the street, and the kids standing at the players car park at OT shouting for the autograph of the 'haughty one'. (Could be describing any 'celebrity' really) - ever tried to get Van Nistelroy's autograph?. My son did on many occasion without success. Wayne and Colleen giving a taxi driver 500 quid tip for dropping them off after a day at Chester races? (At least he's spreading it about Wayne and hasent forgotten his roots yet)
What has been removed from this equation is the United fans counting the pennies to be able to afford the season ticket. I hear over 1200 tickets remained unsold for the CL final - 3,000 at Chelsea. That proves the choice between a seat and flight for one game in Moscow, however important and a 'one off' was outweighed for the following campaigns season ticket.
Let Ronaldo go. Ferguson has climbed down over Berbatov in his SKY interview and i see recriminations coming over the horizon. I would be more concerned about the United fans who love this club and are digging ever deeper and deeper to attend. The Ronaldo's of this world are few and far between. They are great to watch. We all want it, supporters of all teams, they would all crave a season of Ronaldo, not just United. We have been spoilt. We have to accept his heart is not with the club. We have to remain dignified with regards our pursuit of others.
Will 'Viva Ronaldo' be sung next year if he remains? I think it should be 'viva wayne rooney...

Keane did play a part however.
They play Norwich on Monday. Will be interesting to see if he plays a part in that.
Aslong as Berbatov insists he wants to join United and United only, then I fully expect this transfer to happen.
If he was open to moving to another Champions League club such as Barca, then we could have a problem, as you can be sure Spurs would love to sell to anyone but us.
The signs are he has his heart set on United anyway. Quotes from Martin Jol and Levy back that up, so it's looking good.
