City found Tevez guilty of five breaches of contract for refusing to warm up in a Champions League match against Bayern Munich in September.
Tevez was suspended for two weeks and had a four-week fine halved after the intervention of the PFA.
He flew home to Argentina early last week without permission from City.
Asked on Friday if Tevez could play for the club again, Mancini replied: "I don't think so.
"I know he is in Argentina. I don't know what he is doing."
Premier League leaders City are at home to Newcastle tomorrow and Mancini added: "Why are we continuing to talk about Carlos? We have an important game tomorrow."
Mancini, speaking at a regular pre-match press conference, was also asked if the club had managed to make contact with the player.
"No," he said. "It is not important at this moment. We have this problem and we hope it can be resolved."
Mancini added that the long-running affair has not affected the mood among the rest of the squad.
He said: "I think this important. The squad is good and the players are positive at this moment.
"It is important that we start (back in) the Barclays Premier League tomorrow with a result."
Tevez, 27, has been pictured playing golf back in Argentina this week.
The striker has not played for City since the infamous match at the Allianz Arena more than seven weeks ago.
Mancini initially stated Tevez was "finished" at City after accusing him of refusing to play as a substitute.
Tevez argued that he only refused to warm up but did not contest City's conclusion that his actions effectively amounted to not playing after a disciplinary hearing.

I know what he's doing - stamping his feet, throwing his toys about and crying to mummy about the nasty man in Manchester. Stay there, don't be paid for two and a half years and then see who wants you Carlos!
Now lets move on and concentrate on things that matter, the next game and the boys who will be giving it their all to win it for us!
Tevez seems to have a backbone and is sticking to his guns no matter how wrong that is.
Since Mancini's initial outburst ( 'he is finished') City have changed their stance several times using players, the media and players reps to try and coax him back. Pathetic.
End result - Carlos gets what he wants and leaves.

Roberto, not even Carlos knows what he is doing. He had it all and still wanted more, he could handle not being the be all and end all of Manchester City. He lacked team player qualities that were needed, at a time when new players were bedding in. Can anyone really understand what Carlos is trying to achieve? Does anyone actually care now? We have all moved on with life and since Carlos went on his holiday last year we have exploded as a team playing teams off the park, "Humiliating" sides in their own back yard and are even banging in the goals from all over the field. So why are we not suspending his contract and taking him to the cleaners for trying to take the club for everything he could get.

Let him stay in Argentina. I think the club and the fans don't care any more. Cancel his contract, keep his registration and flog him to the highest bidder if anyone wants him.
The club is doing great things without him and I'm a lot more interested in that.

Somehow they should keep him on contract, but as he isn't responding to instructions, they should not have to pay him his salary. That way he will sit out the next 2-3 years on the sidelines and the Tevez saga will there after be over. No other club should be able to sign him - because that's what he wants.
Yes we do have an important game on Saturday. All talk about Tevez should be put on the back burner. Really am surprised that this Tevez saga is still going on to be honest. The club should've been well rid of him by now one would've thought. The man clearly is a disgrace, typical example of one player thinking he's bigger than the club, and he's not. Shrek tried it last year at the swamp, and had to back down in the end after fans vented their anger on him. Can't wait for Jan when we see the back of Tevez for good...
They should just terminate his contract and then sue him for his weekly pay x how many weeks/years are left on his contract. He refused to play and was found guilty and he has gone AWOL, City should just throw the book at this chump now ctid.
This club must stick to its guns and not let this one man wrecking ball dictate to us. If he leaves he leaves on our terms not his, if his valuation is not met then we sack him and sue him for everypenny we can. Footballers have had it so cushy the slightest whim and they get what they want.

well done roberto we hold a press conference to hear your views on the weekends game and the great british press do not afford us the decency of this instead they harp on about somebody who is not showing city or football any respect so why ask about him in the press conference that is about the next game also if they are that interested get on a plane and talk to him
Quite frankly we should not give any more headlines to this idiot. We thank him for the past seasons and his goals which set us up for success. Now let's get on with the players who want to play for us and give them the headlines, they at least have put us where we are this season. Mancini has shown he will not be fooled with and has the full backing of the board and owner. Tevez can be replaced there is always another world class player that we will find if needs be.
