Tevez returned to Manchester this week after receiving treatment in Milan from Argentina team doctor Daniel Martinez.
Mancini said: "Carlos is here and has started running again. We will do everything so he can recover.
"It is difficult to say if he will play in the final. But that will only happen if he can come back against Tottenham.
"It is very important Carlos is 100%, not 60% or 70%. It is better to have all the players available for the next game but it is impossible at this moment."
City face Stoke on Saturday May 14 in the FA Cup final.
Meanwhile Mancini has asked City fans to respect their Manchester United counterparts and not sing songs about the Munich air crash.
The 1-0 win at Blackburn on Monday was marred by chants about the 1958 tragedy which claimed the lives of 23 people.
Mancini: "I did not hear this. I do not know this situation but we should have respect for what happened many years ago. The rivalry is good on the pitch, only on the pitch. "

Mancini didn't hear these chants, they weren't heard by anyone in the press box according to an article in the Guardian, they weren't heard on the tele and many City fans didn't hear them! Yet the press is outraged! How many did actually hear them (rather than knowing someone who did!) and how many actually chanted?
..............respect has to be earned!
Maybe it is a good idea to get a couple of games under the belt to ease back in. I thought CITY fans were here to enjoy our club and the future rather than carrying on with pointless stupidity?
I didn't hear any such chants at the game. I wonder if any Blackburn fans did? It seems to me that the only people who heard the chants were utd fans who weren't even there!

Carlos will play against Spurs and in the final with a bit of luck. I cant believe some of the comments by fellow Blues. We have had 2 fantastic seasons out of the little fella who never gives less than 100%. He is like a lot of players who do not stay long with the same club for instance Anelka who was also great in his time at City. If or is more than likely he leaves in the summer the club will get a lot more than they paid for him and we the fans have hade more than our monies worth.
Roberto Mancini is correct to stipulate that a minimum pre-requisite for Carlos Tevez to play in the Cup Final is that he demonstrate 100% fitness and that he play against Spurs.
A selection dilemma will arise if Tevez is 100% fit to face Spurs. Roberto Mancini should (and, I believe, will) base any selection decisions on what is most likely to secure the best performances for the Club as regards Champions League qualification and winning the first trophy in a very long time. On the one hand, Tevez should not be "punished" for his transfer request or for his not attending the Semi Final. On the other hand, the Manager and the Club do not "owe" Tevez a place in the Cup Final team, or in any other game: the way his transfer request destabilized the club when we were top of the Premier League and his own performances since the request have wiped out any debts to him for his performances last season.
It will be a difficult decision. Assertions that it will be a no-brainer - that City's prospects MUST be greater if a fit Tevez plays - are simply superficial. Tevez has scored just one goal from open play since mid-February. Moreover, a strong case can be made that, in the absence of Tevez, City play more fluently - that players pass to each other without fear or favour. Certainly, with Vincent Kompany as Captain, the outstanding team spirit during and after the Semi Final and the match against Blackburn were evident to everybody. No doubt, much will depend on individual and team performances against West Ham and Everton. In particular, a good result in the latter game could put a decisive nail in the coffin of the "typical City" notion. It could then be very risky to upset the team by changing it to accommodate one player (especially one who is not popular with most of the players).
I just hope that City fans will respect Mancini's decision, even if they would have chosen differently.
Man United want respect from Man City and they talk about respect. Rio Ferdinand is a fool for his outrage at Balotelli's perceived disrespect for United fans. You want to talk about respect United....start with yourself by taking down the banner that celebrates City's 35 years without a trophy. Is that respect? But no matter, we won't cry about respect like you and try to get respect through whiny pleas in the media. City will earn the respect, by knocking United from the FA Cup, and winning the silverware. So stop crying you hypocrits. Respect is a two way street, so you keep your banners, and City will keep their chants.
We are expecting Tevez to walk this Summer.
I think this is a really good ploy by Mancini to ensure we get the best out of him in what is being billed as our make or break game of the season against Spurs.
If Tevez is left under no illusion that Mancini will be looking at his performance against Spurs to guage whether he is fit to play at Wembley, we may get a somewhat more energetic performance from him.
I think the press are blowing this all out of proportion and City are doing their best prevent the fans from doing it again.
In all honesty, any chants that involve any accidents tragic or not, anyone who has died, racism or sexual diversity, is totally disgusting, their are impressionable people who watch these events and it needs to stop.
By the way it is not just the mindless City fans, I am sure it goes on throughout all football clubs and that includes United, everyone is guilty. In other threads everyone seems to be pointing fingers.

He's got to turn out against Spurs. Otherwise Mancini would be taking a huge risk by playing him untested in the final because if his hamstring went again after five minutes that would be a disaster. I think Tevez will be pushing it to get back. I hope he does, especially with Stoke's players dropping like flies at the moment. But if he doesn't, we can't take the risk. Put him on the bench just in case, but he shouldn't start.
The Spurs match is going to be almost as important as it's pivotal in CL qualification - so I'd be hesitant for even that to be his first match back.

As my son and I were walking up Olympic Way to Wembley before the SF United "supporters" were throwing bottles us and the other City fans. They were also hurling vile and threatening abuse.
What do the media concentrate on? Balotelli winking and then a song that apparently no-one heard (apart from those who want to divert negative attention to City)

Mancini is correct, Tevez can not just come in and expect to go right into the team, he has earned his place in the team on passed performances, but first he has got to show he is fully over his injury and up for it.

I dont agree with the songs but it seems like the more everyone talks about it the more everyone beleives that is all that was sung ?
it would be great to have all three strikers fit and on form for both games, if we win on sunday the Stoke game will be the most important by far, although it would be great to give spurs a good beating for once.

Also it is very disrespectful to one of our very own in Frank Swift. The chants do need to stop it does give our club a bad name and knowing what the media are like they will say every single City fan at Ewood Park was singing it. We all saw what the media was saying in the couple of weeks leading up to the derby on the anniversary of the disaster. They were begging us to shout & jeer on the minutes silence. We all acted with respect and basically said "there you go - write about that journos!" We were applauded by all in football especially the United fans but the media are going to forget that now this has started and we need to stop before it does damage to our infamous club.

What ever happens at the end of season, we need to keep this player. He will deliver when we reach the Chapions League. Does not matter how much is costs we need to keep Carlos.
