Tevez was rested on Thursday night when the team drew with Juventus in the Europa League after missing the West Ham victory through suspension.
Aleksandar Kolarov is also available after a ban but Nigel de Jong sits it out under the totting up procedure.
Ahead of the game City coach David Platt is confident the Tevez saga will not affect the performance and said: "I think players keep themselves in a bubble. In my experience of professional football they are very resilient.
"We know there is an issue around the club but it is not an issue that affects what is happening on the pitch.
"Once they cross that white line they go out and play. I don't think it will be a problem with our on-field stuff.
Meanwhile, Steven Pienaar is doubtful for Everton.
The South Africa midfielder will be given a fitness test as he continues to battle the groin injury that forced him off after 66 minutes against Wigan last week.
Mikel Arteta serves the final game of a three-match suspension and John Heitinga (knee) is again likely to be out. Defender Tony Hibbert is back in contention after having stitches in an ankle wound.

cant remember the last time we beat Everton at home but i see us winning this 2-1
Everton haven't won in the last five games, while we haven't lost. This should be a straightforward win for us by a couple of goals: either 3-1 or 2-0. Or perhaps this is the occassion that we let rip and bang five or more in. Certainly, Tevez is in the mood to make a point either to City or a new employeer watching.

Victory is so important on Monday. Whether Tevez plays or not, we need the 3 points, Getting one over on Gollum, Fergies pet. Always a bonus. Lastly not least a bloody big poke in the eye. For all the rags and press that GLOAT. On the smallest things that happen to City. So cheer us up lads and stuff them.
Everton will try to do to us what they always do. Get men behind the ball, niggling fouls, time wasting, winding everyone up then hope to nick the points. We must play the game with a quick tempo right from the start and look to get an early goal + we must not allow them silly corners + free kicks where they will look to hit Cahill every time.
