The 26-year-old Brazilian, who joined the Blues for a record £32.5m back in September 2008, spent the second half of last season on loan at Santos.
He is thought to have cost Milan in the region of £15m and a statement from the Italian club read: "AC Milan announces it has acquired player Robinho on a permanent deal from Manchester City.
"The Brazilian player has signed a four-year contract with the Rossoneri club."
Earlier on Monday, Robinho expressed his satisfaction about joining the Italian giants.
"I am very happy," he said. "Milan is an excellent club."
In total Robinho made 48 starts for City and scored 16 goals.
Meanwhile, City midfielder Adam Clayton has joined Leeds on a permanent deal. The 21-year-old did not make a first-team appearance for the Blues.
Michael Johnson is staying at City despite rumours of a Portsmouth loan deal.

He's by far CIty's most creative player. Absolute hubris to sell him.

Comeon Boriello, refuse to move, it would be funny if you did, means this joker doesn't get the move he wants and he has to stay in big bad rainy Manchester for 6 months and cry that his mummy cannot get to cook him his meals or read him night-time stories.

Not sorry to see him go. Much prefer the players we have in his position. May not have quite as much talent, but they have 1000 times more desire.

I note that AC Milan already have Ronaldinho and Pato in their ranks so I wonder whether he will reprise his role as lusaphone dummy spitter in chief that he played so marvellously to help earn Elano a move away from Eastlands and Jo a spell in the soccer cul-de-sac.

I was delighted to see him sign but more delighted now he has gone.
Not a team player too self centred + moody and too much of a disruptive influence.
We do not need his sort now !!

billy shears, japan.....You shouldn't talk about a great musical composer like that, either. I recon the Pink Panther Theme and Moon River were two brilliant scores! More than you can say for Robinho. HAve you visited the Manchester City Stadium, yet? You ought to...lots of photo opportunities! TTFN
