The Wales striker has been left out of City's squad for their Europa League qualifier against Timisoara despite there being room for two more players in the pool.
Celtic manager Neil Lennon confirmed the club had approached City with a view to taking Bellamy back to Parkhead.
Bellamy's exclusion has fuelled expectations that he will not be named in the club's 25-man squad for their Barclays Premier League campaign.
The player, who spent several months on loan with Celtic in 2005, is eager to leave should that be the case and Lennon hopes City will be keen to do business with him rather than their top-flight rivals in England.
Lennon said: "When you see someone of the calibre of Craig and the fact that he's not in the 25 and he's looking to go out and play football, then we feel it's something that we can't try and miss out on.
"We've been speaking to his representatives and we've been speaking to Man City.
"How far down the line we are will be down to Craig obviously. But the advantage we have is that, one, it's not in the Premier League and, two, he has been here before and he enjoyed his time here and made a huge impact on the game up here and has a real connection with the supporters."
Meanwhile, Sunderland boss Steve Bruce revealed he would be interested in Bellamy, although he could be out of the Black Cats' price range.
Bruce said: "There's a lot of clubs who would love Craig Bellamy. He's a fantastic player but whether it's possible, I'm not quite sure.
"I've been a big admirer of Craig's for a long, long time. If he's available, which it looks like he is, and if we could afford him, then I would love to bring Craig to the football club."

Unlike the Premier League, there are no restrictions on loaned players to play against their parent clubs.
Don't go Bellers! I can't believe one of our best players from last season would not be included. Looking at our squad, it seems he has to be in that 25 select even if Balotelli comes in. If RSC is chosen over him, then the world has gone mad. Send RSC to Celtic, send him to Hughes at Fulham and get Bellamy on that team sheet.
If he's definitely not included in any of City's squads for the new season then it might be a good place for him play, unless someone from a PL club comes in with a decent offer to buy him. If he goes out on loan we'll end up paying all or most of his wages so it might be better to sell. It could be that City are easing out any Hughes players that haven't bought into Mancini's way of doing things. They're laying down a marker to those who show any dissent. If he does go I'll be sorry to see it happen because he brought a level of energy & drive that few in the team matched.

As much as we have all enjoyed his passion and drive, unfortunately no one player is bigger than the club. We are all concerned about having so many big name stars on the roster and how it will effect the squad dynamic. Well here is the first example.
All the best Craig, I for one am glad you were around, I will always remember you for the goal at the swamp that should have given us a point if others had have had your desire.

I would love him to stay at the blues but if not then i would rather he go to celtic so we can draw them in the europa and we will not have to face him in the premier league because in my experience most ex players stick it up us when they play against us

in the interview Bellamy stated very clearly he wants to stay and fight for his place. I too want long awaited success but my advice to Bellamy, Ireland and any other player cast aside by Mancini and whoever else at the club. Is don't rush into a move, bide your time as other options will come. The same players should break all ties and not go on loan. I can fully understand displeasure with the behaviours and actions of Jo and Robinho but really management too has to be more professional. For a manager to ignore one of his better players for 6 months is just as bad as the latest gaff by Capello on Beckham.
Evan. The squad at the club now is the best Manchester City have ever had and management now have the players to deliver success. This coming season and thereafter for quite sometime. For none other reason I expect the team to start the season well and beat Spurs for starters. I also expect Roberto and his management team to communicate on a regular basis with the players individually to avaoid any misunderstandings and avoid players going direct to the media. Management are paid to deal with adversity and so far I have not been too impressed.
In closing. If Tevez speaks out. Will Mancini have the balls to get shut of him? I also can accept that after another season some other players could be in the firing line to freshen up the squad.

I like Bellamy but he needs to learn to keep his mouth shut. Mancini can not allow players to undermine his authority and constantly criticise. The club is bigger than the player. If he does go then bring in Elia from Hamburg as we need some pace and Elia and Balotelli would scare a lot of teams.
I dislike primadonna players mouthing off in the press as much as anyone but for me he's not overstepped the mark. All he's said is how gutted he is to be effectively sidelined before a ball has been kicked. Hasn't slagged off the club. Hasn't slagged off Mancini.

Of these Bellamy is going,Given is unhappy(or will be) and Kompany / De Jong will be struggling to get in for Manchini's men.

Bellamy was set up by Mancini so he would open his mouth and then he could get rid. He is the manager though and as such we can moan about it till the cows come home and nothing will change things.
It happens at clubs all the time - remember Malcolm Allison with Stan the Man and T.C Coleman. We may not like it but he is now the boss and we have to abide by his decision however much many of us don't like it.

He had one of his best seasons ever and Mancini wants rid. Yeh he must have caused some problems where hasnt he, he has an edge to him thats something i admire about him besides being one of the best signing we have made in years. Bobby makes the rules, Bellamy didnt like them, shame!

You are obviously extremely worried otherwise you would not be posting such drivel on the Manchester City side.
You sound very much like one of those boxers who appear pre-fight to tell everyone they are not scared of the opposition and then subsequently get their head knocked off.
I love Bellamy's commitment on the pitch, his occasional flashes of skill, his refreshingly honest replies in interviews and the work he does in Sierra Leone but I do not wear such blue-tinted glasses as to suggest he is the player some people on here think he is. I think opinion may be skewed by the fact that he played the debtors off the park in our first derby last season, but after that I think most objective blues will admit that his contributions were inconsistent under both Hughes and Mancini. He could be the most frustrating player because he has the potential to beat anyone and score, but he actually only managed that in a few games and I don't think he is indispensable as many seem to think. I would however like him to realise that he is extremely well paid to do a 'job' many of us would like to do for free, and not moan to the press about feeling outcast. It takes two to talk and if Mancini is thinking about you not being part of City's future then go and prove him wrong instead of whingeing to the press.
