The Blues submitted the 23-man squad to Uefa on Monday for the play-off clash with the Romanian outfit, the first leg of which takes place next Thursday.
David Silva and Stevie Ireland have also been omitted from the under-strength squad, while Robinho, Michael Johnson and Shaleum Logan are all in.
Bellamy said this week that he felt “unwanted” and feared he would be left out of City’s 25-man squad for the Premier League campaign, an outburst which has left City’s management “extremely disappointed”, according to sources at City.
Bellamy, who scored for Wales in their 5-1 win over Luxembourg on Wednesday night, could even face club disciplinary action for his comments, in which he claimed he had not spoken to manager Roberto Mancini since February.
He now seems certain to be shown the door by Mancini, fed up with the prickly striker’s outspoken nature. Bellamy had already been left out of the separate Europa League squad before his comments.
And the fact that Michael Johnson, who has not played any football pre-season as he continues to recover from a knee ligament injury, and Logan, whospent last season on loan at Tranmere, have both been included ahead of him tells its own story.
Silva’s omission is not a great shock, as he is struggling to figure in Saturday’s big kick-off at Spurs, while Ireland is another man set to leave the club, possibly as part of the £24m deal for James Milner.
If City beat Timisoara to reach the group stage of the competition, they will be able to tweak their squad by replacing one player – presumably bringing Silva in for Logan. Silva has only been back in pre-season training at City for a week, and managed just 36 minutes in the friendly clash with Valencia on Saturday night.
And after jetting off to Mexico City as part of Spain’s squad for Wednesday night's friendly, Mancini feels he is not physically sharp enough to be considered for anything other than a bit-part at White Hart Lane.
Silva will not join up with the rest of the City squad until Friday, just in time to travel to London for Saturday’s lunchtime kick-off.
There are also some doubts about Carlos Tevez, who has also only had a week of training and 36 minutes of action, as well as Jerome Boateng and Nigel de Jong – who both managed to play until half-time on Saturday.
Mancini was delighted with Silva’s contribution in his cameo performance against Valencia, but made it plain he will not figure strongly against Spurs.
“David needs more time to work but we could see he is a good player,” he said.
“We must wait and see – whether he can play 30 minutes or 45 minutes at Spurs, I don’t know.”
The Blues have lost 16 players on international duty this week. Mancini deliberately gave his four new signings some pitch time against Valencia, but then had to wave them goodbye.
“Some players were not ready to play 90 minutes, and have now gone to play an international game,” he said.

Does this mean that if we buy Ballo and Milner that they cannot play in the Europa League?Why can we only change one player? Why are Logan,Johnson M,Santa Cruz,Robinho included?Why is Jo missing?Does this mean that Robi is back?Does this mean that we are stuck with RSC?Obviously Superman and Bellers are gone...I know that there are still 19 days left before the end of the transfer window,but i remain very confused......
Can't believe Bellamy's gone and blown it with his careless comments. He's had loads of support from the fans, he should have just kept his mouth shut if he knew how inflamatory his comments would be but then keeping his mouth shut has never been his style has it. Not good, why is Robinho in the Europa squad? He doesn't want to play for us! Surely it would have been a better bet to include Jo who has shown some form in pre-season but it's pretty clear he'll be on his way now along with Ireland and now almost certainly Bellamy.

Love Bellamys passion and heart however and this is the big however...He cannot be kept after this.No player is bigger than the club and he has overstepped the mark I'm afraid. Hate to say this but what would Feguson have done...bye bye.
Yes he is frustrated but his performances dipped towards the end of last season,united,spurs were the 2 glaring ones however his high 5 with the tax dodger after losing to spuds and him backing Moyes following his touchline issue with Bobby,for me he has to go and now is the time. If we can get 6-8 million for him at 31 with dodgy knees for a player who will not play every week is good business. Thanks for th passion Craig,gonna miss your spirit but not your self importance. All the idiots who blame the club/manager for this need to get a grip. Why air his grievances in public. Milner/Ballotelli deals gonna be concluded shortly so he is surplus I'm afraid!
With Bellamys injury worries, the last thing he needs is to be playing three games a week. So unless he is being moved on, he will surely have enough games to luck forward to playing a part in, those knees don;t do 2-3 games a week. so there isn;t a real story.
Can somone tell me why michael johnson is in the team he as an injury and said himself on citytv he wont be ready to train for another month carnt just be to make the numbers up. I dont know what to beleave about bellers rm should come out and tell the fans whats going on,to leave one sulker out for a worse sulker in rob who doesnt want to play for us where has bellers as stated he wants to play for city and always give 110% hope it gets sorted fast with the season start only two days away.

In the Europa League out of your 8 home grown players you have to play 4 club grown players so Johnson, Logan, Richards, & SWP are these that’s the only reason they have been included. This squad is only for two games, if anything it probably proves he’s going to be in the 25 man Prem squad because we all know he can’t play the amount of games we’ve got coming up!

I think City are a different club now, you either perform on and off the field or you are out, no club is going to pay such big wages unless every one puts maxium effort in every game.
I do feel sad for Bellamy as he is a very fine player and could be said the best of Hughes buys, but he does not get on with the manager, but the biggest problem he has is his knees and his age, I do hope he gets the right club for him.
I would just like to add one final point, and I may be on my own here, but I would like to give Robinho a bit longer (we may not have a choice), he is a quality player and with the power City will have on the pitch, it might give him more freedom.

Well it seems that there's more to this than just his outburst the other day. The club have said it is the latest in a long sequence of events!! Shame as Bellamy does this at every club he's been at, except when playing for Hughes!! they must be having an affair or something!!!

Instead we get Santa Cruz, MIchael Johnson (injured), Shaleum Logan (hasn't played a competitive game for ages), Viera (years past his best), Robinho (doesn't want to be within 2000 miles of the club). All over a guy who wants to play for City, who had his best season last year. Who played brilliantly for Wales last night (albeit against Luxembourg).
Appalling. Mancini has put his own personal dislike of the man (because it can't be anything else) over the good of the team. Just what City need. Well done Roberto, you have gone up so highly in my estimation. Frankly, can't wait till your gone with your super negative, play in your own half tactics.
City fans have to be careful that we don't allow this issue to overshadow the start of the most exciting season in City's history, which is exactly what Craig Bellamy would like us to. As I've stated previously, the guy played pretty well for part of last season but he showed too much disrespect to the manager and therefore has sealed his own fate. Look at his previous form and the disrespect shown to previous managers and colleagues... which is exactly why the majority of City fans were aghast when Mark Hughes went in for him. To be fair, his performance in the OT derby was exceptional and he provided another few highlights during the season (his words about John Terry being one), but for some supporters to claim he was our best player last season is both hysterical and pretty disrespectful to Carlos Tevez and Nigel De Jong, both of whom had genuinely impressive campaigns and achieved a far greater level of consistency.
I've waited far too long for City to have a chance of glory and I'm loathe to watch it be derailed by a habitual troublemaker who looks like paying the price for his various tantrums. Its one thing having passion, but another entirely to assume that you can say and do whatever you want without any comeback. NO-ONE is bigger than Manchester City. COME ON THE BLUES!!!!!
As Silva is also not in this squad I wouldn't read too much into this.
lets not forget that craig bellamy cant play two games a week anymore, so that my friends may suggest that craig may well play on saturday against the spuds.

Bellamy has been fined for his outburst and rightly so . its obvious to me that he is trying to destabilse the club , with his comments , No doubt this sight wil be full of people feeling sorry for Bellamy ,, a man who laughed with the tax doger when we lost to Spurs? wake up you City fans who help the media against us , and smell the coffee . Seems like that´s that then. Without knowing the rules fully I guess the omission of Bellamy and Ireland is so that any future club (Spurs and Villa??) can use them in Europe. To name them in the squad would therefore (if I´m right) make them less valuable to potential buyers.
Bellamy is, regardless of his footballing skills, an accident waiting to happen. It will be an interesting battle between Harry and Hughes as to see who gets him in the end. Unless he packs up football all together now that is as he said only yesterday.... With such a easygoing personality Craig could walk in just about anywhere in the world and get a well-paid job no doubt.

OK, leaving aside the rights and wrongs and whether there should be room for Bellers in our squad of 25 for the Premier League, can anyone explain what the logic is for not putting him into the squad for the Europa League if we've only used 23 of our 25 places and still found room for the injured-but-we-hope-soon-finally-recovered Michael Johnson? And if - as the article says - we are allowed to make just one change after we gobble up Tiramisu, then why not have Silva in the squad now and not use him and have that place to add, say, Milner? I'm not arguing about the decisions - no point, they're made - I'm trying to understand the thinking behind them....

Of course he isn't in the Europa squad. He has dodgy knees and cannot play in every game - it's been reported often enough. I think he will be in the 25 man squad for the premiership since he is such a good player and has a positive influence on the pitch. The comment about Michael Johnson and Shaleum Logan being picked ahead of Craig Bellamy being significant is the sign of woolly thinking. Not unusal for the MUEN on these pages!

Roberto Mancini stated some weeks ago that he was going top rotate all the players and they needed to get used to it.
With regards to the Europa squad he has left out Silva,Ireland etc and is using the full extent of his squad by naming players such as Michael Johnson who although is not 100% fit now may well be if we progress in the competition.I also believe Mancini is allowed to tweak the squad by three players in later rounds.
Bellamy was knackered in several of the matches in the second half of last season and he should recognise that.If he can't I would question if he is in this for his own ego.
Bellamy v Santa Cruz... not a question of whom I would like to see wearing a Blue Shirt this year. Bellamy has fire in his stomach and talent in his shoes. Santa Cruz should be sent packing to Fulham or where ever he sees fit to plow his "talent".

No where to Hyde, Hyde - you are correct but makes you wonder, if Logan is in there for this simple reason, why didn't we just keep Ned and let him play the Europe and Cup games? At least the guy is likely to play in an emergency and could play 2 positions.
