The Serbia international is set to join the Blues after a £16m fee was agreed after City executives travelled to Rome.
However, no deal has been finalised between the two clubs so far for the 24-year-old.
"For over a month he has been linked with a move away from Lazio but nothing has happened," said Reja.
"I hope a decision will be taken soon.
"It's clear that if he leaves, I will need to find an alternative player for that position."
Kolarov is under contract with the Serie A club until June 2011 and has a buy-out clause of 22.5million euros.

the headline makes it sound like just a few t's need crossing.......talk about deceptive......
the actual story seems to be saying -
"lazio coach HOPES deal is near conclusion"
seeing as that is the job of the owner who has only been quoted as saying - "there has been no formal agreement/bid/god knows what" - makes the title of this piece seem about as accurate as a heskey volley............
kind of annoying and confusing MEN...................

Khaldoon was annoyed with the non-progress being made, and so gave Lazio a 24 hour ultimatium of a "Take it or Leave it" £17m offer, they ummed and arrghed, and we walked away today, he had 72 hours (as Saturday City had a game, and Sunday was a sabath and a holy day in Italy, that is something they believe in), no deal has been concluded, so my guess is that City's time has run out and we walked from this drag along non-deal.
Barcelona tried the same trick with him last season and were made to look VERY stupid indeed, Lazio will look just as daft when Kolarov joins us next season for Sweet FA.

I hope that you are wrong because of all the players we really need it has to be a good LB........I watched Cunningham play well for Ireland....but am sure he needs more time and Bridge disappoints me everytime he plays.
