The controversial striker is under contract with the Italian treble winners for three more seasons but failed to pin down a regular starting berth under former Inter boss Jose Mourinho last season.
Balotelli was dropped from Inter's team for several games by Mourinho who criticised the player's attitude and caused anger among the fans by wearing a shirt of city rivals AC Milan.
But Mancini is unconcerned by the 19-year-old's reputation and is ready to take on United and Arsenal for one of the hottest young prospects in Europe.
"We are always interested in good players, if Inter decide to sell, we will be there," said the Italian.
"I have no problems. The most important thing is that they are good, so that they go on the pitch and play well."
Mancini also confirmed he is tracking Wolfsburg's Bosnian striker Edin Dzeko.

I'm not sure how Mancini will accomodate Santa Cruz in this system however.
I sincerely hope we DON'T sign this player, given his temperment. He's already playing for one of best teams in Europe, yet is throwing his toys outta the pram because he's not in the starting line up & falling out with his team-mates & coaching staff, so what's he gonna be like if he came here & didn't get into the team?
Plus, by now surely, we know that Italian strikers aren't very adept in the premier league. a big fat NO from me, much prefer Dzeko.

Out of those 2 it would be Dzeko any day of the week. Balotelli is certainly a talent, but for the money being touted would represent a huge risk for a 19 year old with a couple of years experience in Italian football. Dzeko on the other hand at 24 is coming into his prime, has had 3 seasons being prolific in the Bundesliga and proved he can score against premier League teams in Champions League games,plus he seems far less tempremental than Balotelli. Having said all that, if we have a chance of Torres then he would be the man to lead us to glory alongside Tevez, over the other 2.

Talented maybe, but do we really want all the baggage that comes with him?
This in interesting as Ibra and Balotelli played together under Mancini at Inter when Balotelli looked the part at was the youngest player ever to score in the CL. I think Balotelli has problems but they seemed to get a lot worse under Mourinho. The guy worked well with Mancini. Young, quick, strong and 6, 3 so ideal for the Prem. Starting to change my mind on this one but need to have decent supply.

Anyway, I hope Jeroma Boateng is as good a defender as everyone says he is as at this rate he'll be the only one in the starting line up. a 1 - 1 - 8 formation looks on the cards

This Balotelli business is puzzling. We've heard for months that City were "tracking" him, then we heard they'd put in a bid, then SAF was "interested", then he was "taking City on" over him and finally we were asked to believe that someone as wily as Ferguson had told Inter that he'd pay a million euros more than any bid City made! All sounds less than convincing. Now it turns out he isn't for sale, but that if ever, one day, this season, next season, come day-go day, Inter "decide to sell" City "will be there", whatever that means. My conclusion has to be that whoever City's forward targets are Balotelli is not one of them.
I went and had a look at the articles on Tribal Football the other day (actually pt this on another thread, but more relevant here). I picked out this quote because it made me chuckle:

Thing is Roberto you have already shipped one trouble maker out in Robinho why bring another one into the club, who like Robinho is talented but at what price.
