The American international was in and out of the first team last season, making just 19 Premiership starts with his only goal coming in the 6-2 thrashing of Bolton in October.
However he had the excuse last season of coming back from an injury-ravaged 2002-03 campaign with Sunderland, and Keegan feels that this time around, with a full pre-season and summer full of international behind him, he will justify his '2.5 million price tag.
"Claudio was doubtful to play at Reading but he came in and got his two goals and I think he enjoyed the match," Keegan told City's site.
"He is fit because he's had a pre-season. You have to remember he missed last pre-season and the whole of the season before he was injured.
"He has probably found a level of fitness now that he hasn't had for a couple of years.
"We want goals from midfield. We know our forwards can score but what we really need is goals from the midfield and Claudio has shown he can deliver those."
Will Reyna prove his worth this season? Have your say.

mido staying at om its official according to egyptian players .com. mido said this morning ""I received offers from Newcastle, Manchester City, Southampton, Real Mallorca, Athletico Madrid, and Fiorentina, but I felt that I had not achieved all what I had to do with Marseille, it would have been too bad if I left OM without paying the fans back." It is a big relief that a player seemingly with no loyalty to anyone has stayed where he is. He had said previous he was looking forward to playing with anelka etc then he says it would have been wrong to move. good player but no loyalty lets now try and get the three players we need and crack on with a great season.
Talk is Cheap! - When is Kev going to let the football do the talking. Bring on Fulham!
Reyna will prove to be a good player for the club, but like the similar-in - style Kevin Horlock may not necessarily get the credit he deserves. A lot of his work goes unnoticed to the uninformed eye.
