Roberto Mancini's side only came to life after they fallen two goals behind after strikes from Jozy Altidore and George Boateng either side of half time.
Emmanuel Adebayor pulled a goal back to wake up the Blues but they couldn't rescue a point as they pushed back the home side late on.
It's a setback for the Blues who have won only once in their last nine Premier League games away from Eastlands and would have fancied their chances against a side that had not won since November although they were buoyed by their midweek draw against Chelsea.
The talking point before the game was the inclusion in the City side of Wayne Bridge after two months out with a knee injury and amid the fall-out from John Terry's alleged affair with his former partner.
Craig Bellamy and youngster Dedryk Boyata also returned to the City starting XI while January signings Adam Johnson and Patrick Vieira were among the substitutes.
Hull boss Phil Brown named an unchanged XI from the side that drew with Chelsea.
Having booed Terry relentlessly when Chelsea visited the KC Stadium in midweek, the Hull fans also subjected Bridge to some taunts.
It was the hosts, clearly buoyed by their performance against the league leaders, who began the brighter and Altidore won a free-kick 20 yards out when he was felled by Kolo Toure, who picked up a yellow card.
The USA striker had looked lively from the start but his set-piece was deflected behind by the visitors' wall.
Boyata looked nervy and he became the second City defender to be booked inside 20 minutes when he pulled back Altidore after the striker had out-muscled him.
Stephen Hunt's free-kick from the left was headed away but, when it was launched back in, Steven Mouyokolo headed on for Jan Vennegoor of Hesselink, who fired wide of the far post from 10 yards.
City simply could not get into their rhythm and it was Hull who deservedly took the lead in the 31st minute.
Boateng played the ball into Vennegoor of Hesselink just inside the area and his lay-off was expertly curled round Shay Given by Altidore for his first Premier League goal.
The visitors finally threatened in the final moments of the half but Mouyokolo did well to block Carlos Tevez's close-range effort and Bridge then saw his shot saved by Boaz Myhill after a neat move down the left.
Hull again came out of the blocks the faster at the start of the second half and Altidore felt he should have had a penalty for a challenge by Nigel de Jong but referee Phil Dowd waved play on.
But the home fans did not have long to wait for a second, and there cannot have been many better goals scored at the KC Stadium.
Hunt's corner, which came after Bridge was beaten for pace by Craig Fagan, was cleared but only as far as Boateng 25 yards out and his beautifully-struck volley flew past Given.
That gave Hull breathing space after only nine minutes of the half but five minutes later City were back in it.
Adam Johnson came on for his debut in place of Stephen Ireland and it was his corner, after Myhill had pushed Tevez's shot round the past, that eventually resulted in Adebayor netting from inside the six-yard box.
Mancini chose that moment to reintroduce former Arsenal midfielder Patrick Vieira to English football in place of Bellamy.
The momentum was now with the visitors and Myhill had to be alert to tip Johnson's free-kick behind while Amr Zaki replaced Altidore for Hull.
The home side were mostly playing on the break and Zaki got away down the left but his shot was easily saved by Given.
Bridge's afternoon ended five minutes early as Mancini sent on Martin Petrov as a final throw of the dice and Johnson then almost caught out Myhill with a cross from the right that the keeper was grateful to see drop behind for a corner.
Tevez's snapshot drew another stop from Myhill while a late barrage ended with Adebayor poking a tame shot at the keeper as Hull celebrated a priceless win.

The ref was too card happy and the pitch was dreadful but we were worse. Our best players of the season Bellamy and Tevez were both awful today; albeit largely not given proper supply but Tevez' biggest problem, having the ball stick when played to him showed up too often. The City goal aside, Barry seemed to fail with every important pass, one at the end when he should have found Petrov with a simple ball was a scandalous waste.
I think today's failings were about the players and not the manager who started the game with 11 inherited players. I would have selected a slightly different line-up but my only major quibble was the exclusion of Nedum; especially as Zab continued his trick of giving too many fouls away and Boyata showed some naivety but I wouldn't blame the loss on the absence of Ned. I would still have started Ned although Boyata's extra height might have swung his selection with the beanpole with the long name being in the opponents’ ranks.
The manager tried to change things and I thought both his new signings improved the team when they came on with Johnson looking particularly bright and it is a shame he didn't see more game time and more of the ball when he was on. I hope that both PV and AJ start on Tuesday.
Mancini has a lot of work to do to get the best out of this lot and, unfortunately, he is going to have to make more signings in the summer than a team that has spent this much money should need to. At this rate, we will be lucky to finish as high as sixth and that won’t help Bobby when it comes to getting the right recruits in.

The only positive was Adam Johnson - his crisp passing, delivery and control were all excellent. IMO he did more than enough to earn a starting berth against Bolton on Tuesday.
Oh well - onwards and upwards!

City played much better second half and we almost nick a draw. However, still within touch of 4th spot. Let's keep the faith, and 3pts against Bolton Tuesday a must. Come on City!

I note that Mancini, in his post-match interview, made a pointed reference to the fact that we must start playing like we do at home when we play away.
Disappointed, but confident in his ability to turn the corner with our inconsistent season. Hopefully, we can bounce back with a win on Tuesday against Bolton.

No passion, pride, fight for the shirt. This was never going to be easy but we should not be losing to teams like hull if we have aspirations of the top 4. At this rate we will be top 6.
Adebayor and Tevez simply does not work and our form has been poo with Ade in the team.
I am afraid that Ireland is back to the season before last form-awful just awful.Barry is just so predictable, one footed etc and all though I rate De Jong I cant see how he can play with Barry.
Mancinis set up is way to Italian and defensive. No this is not a "Mancini must go" rant this is fact, but he needs to address this rapidly.
Golden chance spurned today which makes Tuesday a massive game.
I am pulling my hair out at why we cannot step up to the plate.I have even lost confidence in Shay Given who can't catch a cold at the mo.
Bought my stoke ticket today in the cup.God knows why..next 3 games are against teams who will fight, scrap and play dirty and we need to match this.
Can't even be bothered watching spuds tonight-draw would be the best bet but again it is down to us,not what others do.
Oh well-rant over...lets move on.Still in with a shout.Lets hope Arsenal
get hammered at Chelsea.

One bright note on an otherwise afternoon of total gloom: Adam Johnson looks like a start of the future. Patrick Viera on the other hand looks like what he is: an old man hoping for one more tilt at the World Cup finals.
