Joleon Lescott, with his first goal for the club, and Martin Petrov scored to put the Blues in command, but Damien Duff and Clint Dempsey ensured the game ended all square.
It could have been worse for City as Bobby Zamora brought a late save out of Given as memories flicked back to Fulham’s ’great escape’ from relegation with a 3-2 win at Eastlands in 2008.
Earlier, Micah Richards had had a first-half effort ruled out while Zamora and Diomansy Kamara were both guilty of glaring misses as the action swung from end to end.
City had brought back Craig Bellamy after missing out last week with a groin strain but Petrov had the first chance for the home side when he shot over the bar on 12 minutes.
Tevez came closest for the home side in the 33rd minute when he rose unchallenged to meet Petrov’s corner from the right but flashed his header onto the top of the net.
Emmanuel Adebayor also missed by inches four minutes from the break and moments later Richards headed home a Petrov corner - only for referee Kevin Friend to blow for a foul by Barry on Chris Baird.
City response
Zamora was guilty of one of the misses of the season on 47 minutes when Dempsey’s initial shot was parried by Given and the striker somehow screwed the rebound over the bar from six yards.
City responded by going in front in the 53rd minute when Barry nudged a Bellamy corner across to Adebayor and his weak shot was helped over the line by Lescott.
When City grabbed their second on the hour it seemed like plain sailing, Bridge feeding Petrov from the right and the midfielder curling an excellent effort past Schwarzer.
But Roy Hodgson’s men were far from sunk and they struck back just two minutes later when Zamora chested down a ball from Stephen Kelly and Duff shot home from the edge of the box.
A remarkable game took its further bizarre twist in the 67th minute when Dempsey fired Fulham level after finding space to meet Greening’s free-kick in the box.
Tempers flared in the 70th minute when Dempsey fell on the edge of the City box but referee Friend waved play-on and sub Shaun Wright-Phillips streaked up-field and force a save from Schwarzer.
For a time it seemed Fulham were set to repeat their comeback heroics of 2008 with Zamora shooting just wide then bringing another save from Given.
City ended the game looking more likely with Barry heading just wide, but even five extra minutes of injury time could not provide Hughes with the win he desperately wanted.

All the other results went for us this weekend. Trust City to fail to capitalize.
Not good enough. It`s about time Mark Hughes instilled more determination into this team.

Not playing a midfield creator at home it certainly suggests a lack of confidence in picking a team which is supposedly making a serious assault on challenging for a top six (or better) place.
Attack will always be our best form of defence!
It will also be very interesting to see what changes he makes for our next two home games.

This bunch of millionaires have had a WHOLE week to prepare against a team who suffered a deflating last second draw in a gruelling European Cup game only three days ago! It is simply laughable.....Typical Typical City!

I have to be honest here - that was the worst performance I have ever witnessed under our new owners - Ade looked terrible -
But in reality MH is to blame - a poor poor diabolical display from an inept team managed by a Clueless manager with no plan B!
Ive held back for weeks now because I was slated for saying HUGHES OUT!!
MH for me did not motivate the team enough - Dressed in his Armani arms crossed - Crap!!
Not a prolific manager - Tactically poor -
But you have to look at the team and think back to the old team under Alan Ball...does it bring similarities - yep!
Same as KK ...YEP! Sames as Physco's ...YEP!
And what terrible atmosphere yet again at coms ...1st half was dead...

a bit harsh on tevez what did we see in him
this was proberly his first bad game i think he is one of our best signings he works hard he reminds me of Dickov accept tevez has got skill

Shocking performance and to be honest Fulham could have scored six, were the better team and yet again embarrassed us at home.
Only Tevez, Bridge and Petrov for his goal came out of that with any credit.

But that's not how we do it. We think it's easy, sit back, don't press the ball, allow them to score and then concede from another set piece. Woeful defending, and yet we got what we deserved overall.
Result to date have been somewhat flattering. And today, when we needed character and a killer instinct... we failed. Perhaps it serves as a reminder of where we really are, and how far we have yet to go.
What worries me more than our dreadful defence is the lack of leaders on the pitch. I can see no-one urging people on and driving others to victory.
Definitely a reality check.... hugely frustrating, but maybe what was needed, because it shows that we are a million miles away from being a force to be reckoned with.
Our response against Scunthorpe and Birmingham will reveal a lot. Especially Birmingham. Here's hoping.

Adebayor has now sussed that Hughes is no great shakes and he can wander about the field without doing a whole lot & still be picked. Meanwhile Lescott & Toure act like its impolite to challenge for the ball.
Handed Villa a draw, last week 1 shot at Wigan ,now outhought by a better Manager (again).
