The Blues manager was disappointed at comments made by his former skipper after he joined Aston Villa for £6m after nine years with the Blues.
And he said that Dunne had taken the final step of leaving City, after the signing of Joleon Lescott had clearly restricted his first-team opportunities.
Dunne singled out Garry Cook for criticism, saying the executive chairman had been trying to sell him behind his back, and claiming he knew little of "core loyalty" in football.
But Hughes said: "Richard obviously felt the need to discuss his thoughts on his leaving of City.
Dunne decision
"But the decision was his at the end of the day. He was the only one who signed a piece of paper to change from being a City player to an Aston Villa player.
"It wasn't as if he was forced out of the club. It was a little bit unfair to highlight Garry Cook and his perceived role in discussions."
And Hughes also backed his immediate superiors for the work they have done in strengthening the club in the summer.
"From my point of view I have had great support from Garry and from the chairman Khaldoon al Mubarak," he said. "We work as a team to make sure the club is strong and competitive in future.
"Decisions will be made which affect players, and they may feel they have a view on things which they feel the need to express. But we are just trying to make City a good, strong club, and a successful one."
What do you think? Have your say.

He signed a new contract last season and was entitled to stay and fight for his place. So it makes him look more embarassing saying Cook wanted him out when he admitted himself that Hughes had told him directly he would prefer that he stayed. Nobody at City held a gun to his head telling him to sign that contract with Villa.
Hughes could have forced Dunne stay but out of respect for his standing and service to the club let him make up his own mind. A payrise and 1st team football with Villa assured, his dummy spit was only in the faces of City fans who deserved a hell of a lot better.

'' I give my backing to Mark's selection of Toure as Captain. No general can fight his battles alone. He must depend upon his lieutenants, and his success depends upon his ability to select the right man for the right place. The right man is now selected.
As most people knew there was a disruptive element at the club, not just last season but for a long time now. It was imperative that this group was split up and mature, serious, professional players came in. That is what has happened.
You can be the best manager in the world but if you have lazy, disruptive players who are on easy street and who have ruled the roost for some time then you can't do much. That is unless you have the means to get rid. We have and we did. Last season Mark said that every player still had a future at City if they wanted one. It was up to them to show him that they really wanted it.
I think a number of players thought Hughes wouldn't last and another amanger would be in (as usual) and they could get away with it. Dunne has sulked since leaving, Sturridge was a sulker, Elano, well, need I say more. Ireland read the situation perfectly and look where he is now.
The best way to motivate a team is to get rid of those who aren't motivated.
As for Dunne saying that our players are fine when winning but the team spirit wasn't there when we struggled, well Dunne, that is a huge responsibility of the Captain to generate motivation. Fire them up. You are the managers man in the dressing room. If you are sulking about the manger, ignoring the Chief Exec etc well that is not a Captain is it? LEADERSHIP IS ACTION, NOT POSITION. A man cannot rule others if he can't rule himself.
The ultimate measure of a man is not where he stands in moments of comfort, but where he stands at times of challenge and controversy. This is where Dunne fell flat. Any one can hold the helm when the sea is calm. That said an eagle was never yet hatched from a goose's egg. You are born a leader, it can't be taught. People will see through it.
The difference between the impossible and possible lies in a person's determination. Nothing limits achievement like small thinking and this is what we had.
We had a Captain who in early February of Sven's reign declared 'we have nothing left to play for now'. In other words we were safe from relegation. Something like sixteen games left and this was the message. We all know what happened next.
You should never give up. It was the same in games. We went one nil up and gave up. Conversely we we went one nil down and gave up. It's hard to beat a person who never gives up and that is what we have in Toure and the rest. You can't win any game unless you're committed to winning.
Believe. ''

Didnt Confucious say the longest journey starts with one small step? Maybe the 3rd away win will come at the swamp!! Nothing lasts forever at the top either, there is only one way to go-DOWN!!!

Course no one will remember what Hughes says here, the point Dunne made are the one's people remember, Cook going behind Dunne's back, and his accusation information was 'leaked'. Not Hughes's, don't believe Dunne it's not true grbage, we can all see he was pushed
I see other's are jumping on the other 'leaked stuff' Elano was a 'trouble maker'? Sturridge a 'sulk'? Johnson is a 'has been' and where do all these stories come from, do poeople who say this know it as fact? Because seems they'll jump on anything
Oh, and last point, Hughes and Cook been going on about how clever they are, just hope whoever it was who dealt with this kid did all the right things
And some say it doesn't matter Cook has no football experience....

The club will move on regardless of what Dunney has to say, and he should concentrate on his new club, despite his feelings of being hard done by, he enjoyed a good life whilst at City and sjhould remember that. CTID
