But now the City manager's top priority is to add steel to his defence in the form of a top-class centre-back.
While Hughes continues to seek the best attacking talent to fire the Blues on the path to glory, including Samuel Eto'o and Carlos Tevez, he knows locking the back door will be vital to their hopes of success.
City proved last term that they could score goals - but all too often, they couldn't keep the opposition out.
Base
And that is why the manager wants to ensure this season's bid to breach the top four of the Premier League is built on a solid base.
Hughes has looked at signing Chelsea's John Terry, Everton's Joleon Lescott or Bayern Munich's Brazil captain Lucio to form the defensive rock on which to build that success. Bringing in any of those three stars would send out another clear signal of intent that the Blues mean business this coming season.
The City boss has already worked fast in the transfer market this summer, snapping up Gareth Barry from Aston Villa for £12m and Roque Santa Cruz from Blackburn.
The free transfer signing of goalkeeper Stuart Taylor from Aston Villa attracted nowhere near as much publicity, but the 28-year-old will provide invaluable back-up to Shay Given and has allowed Joe Hart to gain some more Premier League experience on a season's loan at Birmingham.
Given's arrival from Newcastle for £8m in January - along with the £10m signing of left-back Wayne Bridge - marked the start of Hughes' drive to bolster his back line.
Hughes signed the Irishman because the chance to snap up arguably the Premier League's most consistent goalkeeper was too good to miss.
Nonetheless, even with the excellent Given between the sticks, the Blues still let in too many goals for Hughes' liking.
Statistics
And the statistics show that City's defensive record cost them a place in Europe.
The Blues scored 58 Premier League goals last season - more than any team outside the top four. But they let in 50, three fewer than the previous season, but still more than any other top 10 side.
Moreover, only one of City's 10 Premier League clean sheets last term came away from home, in a 3-0 victory at Sunderland last August.
Hughes said many times last season that City had to tighten up away from home if they wanted to be successful.
He wants a team with the attacking verve that terrorised opposing Premier League defences last season.
But he wants to add to it a defensive resolve that enables the Blues to grind out results when the going gets tough.
That is why Hughes will be hoping to have a new central defender to show off to the fans and the media at some point between now and August 15, when City kick off their Premier League campaign at Blackburn.
Selling
And while Sunderland chairman Niall Quinn and Tottenham boss Harry Redknapp would both like to see City's four-times player of the year Richard Dunne at their clubs, Hughes will not consider selling unless he has a replacement.
As far as the City boss is concerned, any summer transfer movements - in or out of Eastlands - should be about strengthening the squad, not weakening it.
He feels the club is moving in the right direction on that front.
He said: "As a group and as a club, we're in a better position now to be successful in future than when I walked through the door.
"The changes that we've made now will enable us in future, I feel, to be a lot more successful on a regular basis."
And Hughes feels the Blues can challenge the top four this season.
"I expect us to be really strong," he said. "There is a lot of conjecture out there suggesting that no one can break into the top four and that we are kidding ourselves. But I think there is a growing understanding that we could be a factor.
"If you look at the bookies odds I think they also feel that we have a chance. We are much shorter odds than we have been in previous seasons. There is a real sense that we can fulfil expectations this year. Last year it was a struggle because expectations were too high and we weren't in a position to fulfil them."
Will City be able to fulfil expectations? Have your say.

I dont know why I let it get to me ;-(
pathetic isn't it.
come on Blues, don't go all typical on me, SIGN TEVEZ !!!!
AlexC83, Manchester (09/07/2009 at 09:13)
The most important signing is eto'o, if we could pull that signing off then we would terrify the majority of teams so much that they'd be frightened to attack us anyway. Tevez is a great player and excellent at putting defences under pressure, but doesn't have the goal threat of eto'o. Having both would be ridiculous (in a good way).
So the most important transfer at the moment is villa to barca!

See on SSN this morning that Barca are trying to raise funds for a Fabregas swoop; they have said that in order to do that they will be showing Eto'o the door - could this deal be coming off in our favour - who knows??? fingers crossed eh!
What the hell is going on with Tevez?? out of contract on the 1st July and still no news????????????

To win one of the cups is a bonus. As is breaking into the top 4. It would be a huge achievement, as the gap between these 4 clubs and the rest is bigger than anyone likes to believe. City must (and will) prove to the rest of the PL that because of the lenght of time these 4 clubs reigned the PL, the only way to get near them is to spend an awfull lot of money on players and every department in the club. Villa spend a lot and in the end they were not even close. Everton once did the trick but it seems no more than a one time achievement. Spurs? Well, they did spend, didn't they.
What we hope to do in 2 or 3 years time normally takes 5 or 6. And once you get in there and stay there (that might be even harder), than you get into a position to attract every talent and topplayer and run your own course. But it will take time and I'm prepared to wait and see it happen. With the backing of our new owners it will happen. With or without the players we have or are interested in, with or without Hughes and his team, we will get there. But next term seems a long shot. Even with a few from Terry, Lucio, Lescott, Toure, Eto'o and Tevez. Yes, even than it will be hard.

GK - Given/Taylor/Schmeichel
DF - Bridge/Lescott/Lucio (or Terry)/Richards/Onuaha/Zabaleta/Garrido
MF - Barry/De Jong/Ireland/SWP/Kompany/Petrov/Elano/Johnson(if ever fit)
ST - Robinho/RSC/Bellamy/Eto'o/Tevez/Bojinov
thats a very strong squad capable of pushing for the top 4

Have to disagree old chum, on two counts:
1: I think loaning out JH is a good move. Shay at this moment in time is a much better keeper, Taylor probably on a par but is happy to be 2nd choice whereas JH would have got frustrated I think. This way he's getting plenty of first team action/experience whilst at the same time he's keeping himself in Capellos plans. To me it's a "win-win"
2: We were far too lightweight up front last year. RSC a much better striker that Sturridge, cuter around the box and infinitely better in the air and is also a handful. Alas as much as I thought sturridge showed great promise and will probably one day be a prolific prem striker, at the moment he isn't quite there, his new deal reflected that however he thought otherwise hence why he's off to warm the bench at Chelski.
Forward we go!!

for me 5.3.2 fits best
GK: given
LWB: bridge RWB: swp
LCB: lescott CB: kompany RCB: richards
LCM: barry DCM: de jong RCM: ireland
CF: rsc CF: robinho
this team doesn't include: tevez, eto'o, bojinov, zabaleta, onouha, dunne, caicedo, garrido, elano, johnson, bellamy, petrov...
there is no way Hughes can find a system to keep all that lot happy ! I would love him to come out and say ok lads its 4.4.2 or 3.5.2, or whatever, at least we might have an idea of what to expect.

Take it you don’t listen to the afternoon slot then 1pm . beats me how these people get away with it talksport? It’s just an advert for their own clubs. It’s the Man U ,Chelsea ,Spurs and Arsenal show . I think all other supporters should boycott , lets set up a proper talksport show.

"does anyone think lescott is that good or even better than what we have got?"
OPEN TO (the above) QUESTION. Although I think what is not in doubt is that Lescott can undoubtedly provide us with flexibility where he can play CH &/or LB (LB being a position where quality, particularly british, is not at a premium numbers wise at present).
