As revealed by M.E.N. Sport on Monday, Blues owner Sheikh Mansour and manager Mark Hughes both wanted to bring the 28-year-old centre-back to Eastlands.
The Blues had made an approach to Stamford Bridge bosses for Terry in January but were knocked back then.
And Chelsea chief executive Peter Kenyon received renewed interest – and a formal offer – for his club captain after meeting City counterpart Garry Cook to discuss a fee for 19-year-old striker Daniel Sturridge.
Even though City officially released Chelsea target Sturridge this week after he turned down a new contract, they would still be entitled to a development fee for him as he is under 24.
Chelsea last night released a statement via their website insisting that Terry is not for sale.
It read: “Chelsea Football Club can confirm it has completely rejected an offer from Manchester City for John Terry.
“It was made clear to City, for the second time following an approach last season, that we would not entertain any conversation on the subject.
“At that time, John also reiterated his total commitment to Chelsea.
“We would like to make clear, and will not do so again, that John is not for sale.”

I know he's a bit older, but he's a class act, but why not Ricardo Carvalho who is looking to leave? Wouldn't be around as long as Terry but still must have a couple of good years in him and he'd be a LOT cheaper. Or what about Gallas? Again, perhaps on the older side, but still quality, and available.

I don't mind annoying our domestic rivals with such bids though, so long as we're not annoying with everyone - let's stay respectful to the likes of barca and milan as we've done - but annoy the hell out of the chelsea's and united's!
