The Spanish club's president Joan Laporta has confirmed that the Blues have made "a stratospheric offer" to the Cameroon striker.
And that statement, which was broadcast on a Catalan radio station, indicates that he has already agreed a deal with the Blues.
He also indicated that the club is lining up replacements in the shape of Valencia's David Villa and Brazilian wonder kid Keirrison.
Eto'o is understood to have been initially reluctant to come to City due to the lack of Champions League football next season.
He was said to be more interested in an offer from Inter Milan, who were pondering a swap deal involving Zlatan Ibrahimovic.
But the Blues have responded by offering Eto'o the chance to become one of the world's best-paid footballers, although reports that he will eclipse Cristiano Ronaldo's world record income at Real Madrid are wide of the mark.
City also hope to tie up the £25.5m signing of Carlos Tevez this week, barring any last-minute hitches - his temporary deal with United expires on Tuesday.
And they are also keen to agree a quick deal with Eto'o before the squad reports back for pre-season training next weekend, although negotiations may take some time, with personal negotiations expected to be complicated.
Laporta let the news slip but made it plain that Barca will pursue other star names to make up for the loss of Eto'o.
The Catalans have lost patience with Eto'o, one of only two men to have scored in two Champions League finals after his goal helped to sink United's dream in Rome.
They offered him a new contract but he was unhappy with the terms and at 28 wants to maximise his earnings.
If City can persuade Eto'o to join them, they will land a player with a phenomenal goalscoring record in La Liga.
In five seasons at Barcelona, he has netted 108 goals in 145 outings - and if you throw in his previous four seasons at Real Mallorca he has struck 156 times in 265 games.

I know many blues are still concerned regarding defensive reinforcements, but signings of the quality of Eto`o, Tevez etc are surely going to make it so much easier for great players to say yes. All things come to those who wait, and boy have we waited. More clean undies please missus!
