Having signed Aston Villa's Gareth Barry for £12m to boost their contingent in Fabio Capello's squad to three, the Blues hope to make that four by offering Everton upwards of £15m for the 26-year-old.
The former Wolves defender is an exact fit for Mark Hughes' plans to bring in proven Premier League performers. Lescott is also seen as perfect cover at left-back for England star Wayne Bridge.
Hughes is determined to strengthen the heart of his defence and his attacking spearhead before the squad reports back for pre-season training next month.
The City chief knows, too, however that even though Everton would be making a healthy profit, he may have a hard time persuading the Europa League-bound Merseysiders that they should part company with Lescott.
Toffees' boss David Moyes would have to go into the market himself because Phil Jagielka could be out of action until Christmas after injuring his knee playing against City.
Power
If hard cash does not persuade Everton to part company with the defender for whom they paid Wolves £5m, then Hughes has a number of players he could offer in part exchange including striker Jo who spent time on loan at Goodison last season.
Cash-strapped Everton may find it hard to resist City's spending power and possibly the desire of Lescott to join City.
Lescott's representatives know, too, that their man would increase his earning power greatly by moving along the M62.
Meanwhile, Hughes' summer spree, designed to beef up the areas in which the Blues fell short last season, will soon turn its attention to strikers with Roque Santa Cruz, Samuel Eto'o, Carlos Tevez and Edin Dzeko highest on the list.
The Blues may face competition from Arsenal for both Dzeko and Lescott which would leave the players choosing between money and unlimited potential and immediate Champions League action.
One thing is for certain, the Blues have many of their top-flight rivals concerned with Arsene Wenger this weekend joining his north London counterpart Harry Redknapp in tipping City to be the side that could break up the continued dominance of the big four.
Meanwhile, midfielder Gelson Fernandes is a target for Fulham, Bolton and Stoke after his agent declared that the Swiss international intends to leave the Blues.

Lescott is a big, strong left sided defender who can play almost anywhere along the back line. Scores goals at set pieces as well which would be a novalty for City!!
Pity that the only credible English centre forward is Crouch. Really don't think he is what we should be looking at!
Looks like a very interesting few days. Apparently, Kaka is having a medical to seal his move to Real. Thank god for that! Maybe now we can stop having to mention him every third sentence! Lots of other quality fish out there in that huge ocean!!!

Any player right now I feel would choose us over Aesenal, they are much better than us at present yes but we have the potential to do absoloutely anything. They dont, plus he wont need to move house.

This guy can play centre half or left back. Barry has played at Centre Half, Left Back and now Centre Mid.

I think this transfer only really has any legs if the player is really keen on coming to City, whether thats for the vast increase in his earning potential, or the Project or a combination of both. I think if Lescott is settled and committed to Everton, then there is no chance because I do believe that Everton will not have their heads turned by any amount of money for this player. From their perspective, they are desperate to hang on to all of their quality players until Kenwright can sell his stake in the club to an overseas owner who can compete financially to maintain their status in the top 5/6.
So the only scenario I can see where City get their man is if Lescott puts in a transfer request once Everton reject our initial bid, and makes it clear that he wants away at any cost. That would alienate the player from the Toffees supporters and to some extent let Kenwright and Moyes off the hook, because it would be the player and City who would be the villains of the peace rather than the Everton board. Even then, Everton may well be so desperate to hang in that they are prepared to allow his contract to run down towards 2012. Remeber, if the Everton board sell Lescott over Moyes head, that could have consequences that they dare not risk!
We won't know the players mindset until our first bid is rejected, then we will see how things unfold. My hunch is that we have a 10% chance of getting our man, and if we do it will be a lot more than £15 million. If Lescott does break cover then this could be the one that runs to the last day of the window!
I hope my assessment is totally wrong, and that he is a City player by the end of this week!
