Robbie Mak's 20th minute strike was enough to put the Blues through to the semi-finals but they were grateful for a spectacular penalty miss deep into the second half.
With the senior side not in action, a crowd of 3,254 turned up at Eastlands to watch the latest crop of youngsters to come off City's impressive production line.
The Blues dominated the early exchanges and opened the scoring with the real first chance of the match. Reece Wabara's pass found its way through to Mak, who took the ball past Norwich defender Dario Dumic before neatly slotting the ball home.
City nearly went two up in the 33rd minute when Alex Nimely put Chris Chantler through one-on-one with England youth keeper Declan Rudd but the winger's shot was parried away.
Norwich almost stole an equaliser against the run of play before the break. Danny Kelly got on the end of a long throw but Blues keeper Joe Clegg tipped his header over the bar.
Dumic was lucky to escape a red card for the visitors shortly after the restart. He was booked for a strong challenge on left back Greg Cunningham and two minutes later dragged by Mak as he raced away but only received a stern warning from the referee.
As Norwich looked to snatch a leveller City started to create the better chances.
Mak looked to add his second in the 68th minute but failed to get a shot away as he bore down on Rudd and his checkback to Andrew Tutte was blocked as the midfielder tried to shoot.
And a minute later, Johnbull Omoregie's miscued clearance fell to Mak but he blasted high and wide from eight yards out.
But Norwich were handed a golden opportunity in the 78th minute when they were given a penalty after substitute Omar Elabdellaoui brought down Tom Adeyemi.
And, despite having to be penalty kings to make progress in the previous two rounds, striker Nick Davey blasted the spot kick high over the bar.
Adeyemi went close with a 20-yard volley which landed on the roof of the net five minutes later.
Nimley almost wrapped up the victory for in injury time but Rudd made a smart stop to deny him from 12 yards.
The Boy Blues will now play Arsenal in the two-legged semi-final after the Gunners Youth won 3-1 at Spurs on Thursday night.

at the Youth team this season and the most noticeable thing about our team is that we have too many players of only average height, having said that our best player was the captain Kieran Trippier who is probably the smallest player.
You should never make judgement of young players based on one viewing, but I have to say I did not see anyone who took my breath away.

Robbie Mak and Alex Nimley promised much but unable to deliver thanks to Norwich's Dario Dumic constantly hacking and kicking away. I thought the referees were supposed to stamp on any such behaviour at this level, to protect youngsters from sustaining serious injuries before their careers even begin, but evidently not in this case. He almost made Phil Dowd look good... sorry, that's just going too far, but you get the idea.
Well done lads. Look forward to cheering you on again in the semi-finals.

We should have gone two up in the first half and that would have opened up the game and let the lad's relax and play.
I'm backing them to turn Arsenal over in the semi's, should be a good day out with the second leg away from home.
No one really shone today but unbeaten they remain this season and a good team can play badly and still win.

Great teams win trophy's and leagues by grinding out results and this Manchester City team is no exception as they proved last season.
Bring on Arsenal and let's all get behind the lads as they are a credit to the club and the game in general.

Agree with your comments.
Still a great result and a great achievement but we'll need to be much better to progress to the final. Similar to the first team, we didn't seem to have that killer instinct today. This should be instilled throughout the club. Best of luck in the semi's lads.

Boys grow up to the age of 21 normally so some of these lads could grow a bit yet.
Incidently players like Alex Nimely,Robbie Mak and so on are great prospects and could easily go all the way to the Premiership.
