The Honduras international moved to Tottenham from the JJB Stadium in a £14m deal but Wigan boss Bruce is furious over City's approach for the player before the sides met at Eastlands a fortnight ago.
He alleged that City's move was simply a manoeuvre so that Spurs would stand aside and let the Blues land Craig Bellamy from West Ham while they took Palacios.
"I have to say that Manchester City's behaviour was absolutely disgusting. It cost us the player," he said at yesterday's press conference.
"They used the boy as a weapon and this club as a vehicle just to get Bellamy.
"They had no intention of signing Palacios. There was a total lack of respect for Wigan Athletic and the player."
Bruce said Palacios was close to signing a new contract with Wigan. "He wasn't sure about going to London and he was just wobbling," he said.
"He was on the verge of signing it - we had even gone as far as having the papers drawn up - and City come in throwing figures around and talking telephone numbers and it's a different ball game.
"It's a total joke - they took the mickey out of us."
A spokesperson for City said: "Whilst Manchester City Football Club has the utmost respect for Steve Bruce and his views, the club wishes to make it absolutely clear that the only enquiry made in relation to Wilson Palacios was by a private phone call to Brenda Spencer.
"The call was made to establish the potential availability of the player. No figures were discussed nor any bids made."

typical bitter rag - not like his club would ever pull any fast ones, including Wigan
By the time City cane in for him Wigan had already accepted an offer from Spurs. Wigan had every intention of getting rid of Palacios and trying to lay the blame on us it typical of elephant man!
wheres this vitriol gonna end ???
Hes absolutely bang on! The worm has turned eh Pauline Quirk? Get over it.
You cant be taken seriously, you've got a nose like a fiddlers elbow for a start!

Perhaps if Palacios wanted to stay at Wigan, he would have done. As it is, everyone's happy. We got Bellamy, Spurs got Palacios and Wigan and West Ham both received good money.
However, if that man who owns Wigan is upset, then I'm happy.
typical ex rag. moaning when nothing goes for him. i wouldnt mind he didn't even sign for us. last week it was redknapp. who was out of order. talking about their player. before spurs had made a bid. you didn't have to sell him. you did. live with it. because you have never tapped a player up have you.. course not. stop moaning get on with it.
Get a life bruce! grow up... your player wanted to leave. if you didnt want to sell him! you shouldnt have.
If anything, we upped the price for him. At the time, he conceded that Wigan are a feeder club, and £14m for Palacios isn't bad.
Honestly, this kick City campaign is starting to verge on the pathetic. How on earth does the fact that we didn't pursue an initial interest in Palacios, make us responsible for him then joining Spurs? He wouldn't have signed for Spuds if he hadn't wanted to leave Pieland, and no-one held a gun to Dave Whelan's head forcing him to sell. Add the Elephant Man to the list of anti-City rags with their own sad agenda
Strange if this is true about City having an agreement with Spurs, when West Ham have also said that they will never sell a player to Spurs again because they are there rivals.
If what West Ham has said is true as well then if City weren't aware of it then the Blues have been stitched up by Harry again because there was no other competition for his signature anyway !
Or is it Bruce trying to unsettle City and Hughes in a Fergie type of rant, after all Wigan are in competition with us for a top half finish now aren't they !
I'm just glad we beat them, even with 10 men.
Palacios would have been a good partner for De Jong in the middle of the field, I hope we can bring some more players in before weekend, a goal scoring left winger would be nice, how about leaving RSC until summer and signing Pederson ? He can score with both his feet and head and would give us better balance across midfield. If we still want RSC then sign him on the last day for 28 million so Allardyce has no time to find replacements.
Why should anyone respect Wigan athletic?
Oh, stop crying you big baby, Bruce. Watch Wigan tumble down the league now...
So Steve - if City hadn't enquired about him he would have stayed at Wigan and not gone to Spurs ?? How does that work exactly. If he wanted to stay at Wigan he would have done Steve, but he didn't.
Tin hats and thick skin coats on everyone - its going to one of those days.
Shut it Brucey you are just getting upset because you actually thought Wiagn were about to get into the top flight but your chairman has started selling your assets from under your nose and you can see the future for Wigan is just to survive and look forward to nice trips away at top grounds, shame. Maybe one day you can be at a big club as kit man or assistant manager maybe.
So the player was thinking over a move to Spurs or stay with Wigan before City came in. What is wrong about that?
City was at that time still looking for a defensive midfielder and placed a bid on a few candidates, one to be the Wigan player. So I guess clubs are not allowed to go for more than 1 target?
Papers afterwards guessed Spurs and City had a gentlemens agreement to end up a player at each club. If I remember well, it was Wigan that demanded a better pay-off deal with Spurs before selling the player/ Is this their way in trying to convince a player to stay?
This has passed on almost a fortnight ago. Has Bruce needed all this time to figure out a way to blame someone?
No wonder the guy looks fat and ugly. Figuring out this conspiracy will make you sit down and eat. What a load off rubbish. Honestly it is. And press love to put this report in as another affair against the richest club.
And such comments from a former Manchester United player! The top clubs and I dare I say many others have done it for years. Button Stevie whinge.
typical rag trying to divert the blame for not being able to keep his players - once again someone trying to bring the good name of our club down.
I have to say I must believe what our spokesman says.

This is typical of whats happening at the moment, City bashing seems to be all the rage, especially from rags, and ex rag players. If i remember correctly bruce stated quite clearly in the press and on tv that if the right offer came in they couldnt/wouldnt stand in the lads way, now im not saying there wasnt some sort of agreement with city & spuds, but what would it matter, wigan are a nursury club for all the bigger teams above them, 19 to be exact, they made a massive profit on the Palacios transfer and have brought in 3 average players who will no doubt go on to do well in their team of cloggers, i suppose he has to appease the fans for selling him and city are an easy target at the moment, so bruce and all the rest of the jealous green eyed parade can all have their say, they can all make us out to be the new spawn of the devil, but do we care? Blues to win 3-0 tonight
The West Ham chief executive has categorically stated that his club would never do business with Spurs so what is Bruce mouthing off about. I gather Hughes and Bruce are not the best of mates so perhaps that has something to do with it.
Does anyone else remember Bruce using Newcastle to get a longer, better contract out of Birmingham?
Even if true, not one mention 'Arry "i do a lovely line of secondhand motors" Redknapp, his involvement in the deal is obvioulsy not "disgusting behaviour".
So we've managed to annoy Steve Bruce? Good!!!
What a shambles of a manager he is - a bit like a child who's had his dummy taken from him. Grow up Bruce - in the end of the day Wigan made a nice profit on this deal so shut it.
THE FACT IS BRUCE DIDINT HAVE TO SELL THE PLAYER IF HE DIDNT WANT TO AND THE PLAYER DIDNT HAVE TO LEAVE UNLESS HE WANTED TO END OF
Why should anyone respect Wigan athletic?

maybe because they've been in a final in the last 33 years?
More vitriol from the green with envy man.It was only a week ago he was stating that our club would be responsible for putting up ticket prices(should have a word with his chairman £37 last season for our visit). Then after we beat his team comes out with a bacon face statement and blames our fans and the referee(who imo gave them almost every decision)of bias towards City in his decision making.
Its about time our club officials take a stand agianst these clubs/officials/and media agencies who have an agenda towards our club by their continual(almost daily)use of snipping comments and selective distotion of facts.Enough is enough and i ask all blues to start boycotting papers who continue such attacks on our club and also end their subscriptions to setanta who continue to deride our club.
Lastly lets show your support and get behind every player who wears a shirt of our club and raise the roof tonight.
