Bellamy is currently having a medical as his £14million move from West Ham inches closer.
The Wales international flew into the north-west on Monday morning and met chief operating officer Paul Aldridge to thrash out the details of his move.
With Hamburg confirming a fee had been agreed with City for midfielder Nigel de Jong and talks beginning between Kaka, Blues chief executive Garry Cook and officials from AC Milan, it was promising to be a busy afternoon for the Eastlands outfit.
Bellamy, 29, demanded a transfer to Spurs on Friday but West Ham were unwilling to sell to their rivals and also had private concerns over how his head was turned.
He was left out of the squad against Fulham on Sunday, with manager Gianfranco Zola stating Bellamy was “not in the right frame of mind”.
Hammers fans turned on the fiery former Blackburn and Newcastle star during the 3-1 victory, while Spurs fans also used internet forums to protest against signing the striker.
Tottenham manager Harry Redknapp could still sign Wilson Palacios from Wigan, with suggestions that City would drop their interest in the Honduras midfielder after a breakthrough with Bellamy.
Hughes knows Bellamy well, both with Wales and at Blackburn, and has never had a problem with the player’s combustible temperament.
It is not expected there will be any problem with the player’s medical, and personal terms should be a formality too, given the amount of money City have at their disposal.
It seems that Bellamy will not be the only new arrival at City this week, either, as De Jong should complete his £15million move from Hamburg.
Hughes feels De Jong, fit again after a lengthy absence with a knee injury picked up on international duty, can bring much-needed solidity to his midfield.
Both men are expected to be in the squad for the January 28 meeting with Newcastle.
Meanwhile, Kaka’s father Bosco Leite met Cook and the remainder of City’s delegation as the next stage in what would be the most amazing transfer in living memory.
It is thought Milan will do a deal at the price City have stipulated as it would allow them to wipe out a vast part of their debt.
Milan’s supporters are not too happy though and made their displeasure felt at the San Siro during Saturday’s win over Fiorentina.
However, that is unlikely to matter and Hughes is fully supportive of the City board as they try to complete the deal. Tweet

Just heard big Sam wants £40 mil for Santa Cruz.
He's havin a laugh must be panicing cos we have not been back.
Let the greedy pig sweat dont give him Sturridge.
Bet Santa Cruz happy!
Wot will Blackburn get for him in the summer?
Hope Bellamy, De Jong and obviously Kaka signings come off.
Happy days could see the difference in the players performance on Saturday just from the fact we are in contact with players like Kaka
Well Sam has named his price £40 mill for RSC.
Thanks, but no thanks.
yet another rumour i know but sky sports has just reported that we may be about to hijack the andrie arshavin deal........wheres it all gonna end!
This de Jong fella was being sought after by Real Madrid.
I can't quite get my head round it - Man City muscling Real Madrid out of the transfer market.
I seem to have entered a parallel universe.
There's only one word to describe this to my red mates - massive!
It ssems that Big sam lost it!..what about crouch!? off topic, when is the pompey game due for?? all the best.
Here is the opportunity to put Kompany where he should be playing - centre half. Everytime i have seen him play there he looks outstanding.
Keep Zab and De Jong as the two defensive midfielders and let the others bomb forward, we will be much more solid with two in front of the back four.
Still not sure where Bellamy is going to fit in, unless he is playing off another striker though. I thought Sturridge did well on Saturday on his own, technically he is excellent and the ball was sticking to him.
40 mill on the WWW quoted for RSC, bye, bye hope you go down and have to sell for 5 mill.
Yes the Blue Revolution has arrived - I think the DeJong signing is a huge coup. I know there will be a defender on the way - The question is if - it is WHO??
Oh and as an aside - a message to David Beckham - You are right - There is only one team in Manchester - But they wear Blue!!!
Go back to Lala land and your big salary!!!
I see Allardyce had said it would take a bid of £40m to take Santa Cruz from Blackburn..... well if that's not that MH I don't know what is.
Move on....there are bigger and better fish to fry!
Why does buying De Jong mean that Palacios is surplus to requirements? Even with the Dutchman our midfield squad remains thin, especially now that Kompany is needed in defence. I, for one, would like to see Palacios in a City shirt.
Just read that greedy Sam wants 40 million for RSC. Nearly fell of my chair with laughter. Keep him!
Bring on Bellamy!!!!!
I think he will be a revelation in the City team.

"15.51 Sam Allardyce claims it would take a bid of £40million for Blackburn Rovers to agree to sell star striker Roque Santa Cruz to Manchester City."
HA HA HA HAAA!! The man has got a sense of humour after all.
The signing of de Jong will turn out to be the most significant transfer of this window. This is the type of player we've been crying out for to protect our more skillful players, and break up oppositon play.AND he's only twenty four!

I agree. Time to put an end to this ridiculous situation with Santa Cruz and move on.
I can understand Allardyce's logic in that it would cost Blackburn £40m if Santa Cruz left and they went down. On the other hand though, who's to say that they'll stay up even with Santa Cruz.
Another hypocrite of a Manager trying to profiteer at City's expense. Go for someone else Sparky. Drogba would be good, and I'll bet he'd cost a lot less than £40m.
If we do hijack the Arshavin bid, then that would be a very odd move. How many attackers do we need? Once Boj is back, if he plays upfront with Bellamy, defenders will be very busy. The more I think about the Bellamy buy the more I think it could be a good move to help us move up the table and possibly into the Euro places - it is possible. He scores under Hughes. As for de Jong - great buy. Kaka or not we have strengthened this window and I suspect more could be on the way...
I wouldnt be at all suprised if hughes got the ol' cheque book out and paid £40 million for the bench warmer.
De jong is a quality player to add to our squad along with bellamy both players have fight in them something we need kompany and de jong in the centre and get alex from chelsea to play with micah that is a good spine to a team that will become sucsessfull CTID
pie head allerdyce trying to save face now he has blown it he says 40mill knowing full well we wont be back in for santa cruz at that money
but all along he will be kicking himself for not letting him go for the 18mill we offered
unhappy player = bad performances/bad attitude= shrinking price tag
unlucky pie head
Beckham advising Kaka that it is not about money its about winning things ,which is why David left Madrid for L.A.Galaxy ,lets hope Kaka asks him that question.
Gordon Taylors outburst about City was a disgrace anyone know the E mail address of the P.F.A I would like to put my point of view to him ,as i hope lots of you will do.
can someone get the D.E.A over to ewood park and give fat sam a drug test. £40mil for santa claus???
you is losin it sammy.
and i hope we hijack the arshavin to arsenal deal. just to watch gobby havin a coronary over it if nothing else.
My major concerns lies with the fact Hughes obviously has the ability to bring in quality from abroad, this has been proven not just in his first season with us but also at Blackburn.
We're in a transition and Mr Hughes quite blatently has the marbles to build with tallent that is interested in playing for the club...
Let's allow him to with casting judgment, i hope Mr Bellamy proves a lot of peoploe wrong on this forum and helps us through to the latter stages of the UEFA cup, the only real chance we have at securing a place in the Champions league. Let the summer bring the big buys and more focus on building with up and coming tallent, less of this obsessive fascination with world beaters. 11th... January... Dunne... Inexperienced goal keeper... ballance?
40 milli for RSC.....Sorry Sam you have just literally shot yrself in the foot...Should have let him go, he does'nt wanna be at Blackburn so you will get nothing out of him...you have just succeeded in pi**ing him of...lol........Roll on the Blue Steamtrain....choo..choo!!!!
ps Arshavin??? why not...
Oh happy, happy days. Can't wait for the Newcastle game. I agree that Zab and De Jong should stay in the middle. Richards at RB (his best position), Kompany at CB with a yet unsigned partner.
Big Sam can keep RSC too.
Love it love it love it
The Goat's Big Toe,
yes there seems to have been a rip in the space/time rupturing the mechanics of the universe for us to be in this situation! I don't quite believe it all!
Who can we say has actually started the sequesnce of events that has led to us being in this situation??
I would say David Bernstein ( I'm sure he appointed Joe Royal) this led to our souls being saved at Wembley by Dicky. From there we gradually were built up and put in a position by Jwardle were he sought investment by a dodgy Thai fella. And from their he used his contacts to bring in the arabs. There are lots of indiviudals you could say "if they hadn't done this" or if"they hadn't done that" but I think the root of our upturn began with Berstein.
Or did he not appoint Royle?
I can't remember!!
