But the Blues boss has admitted that no current or future manager will ever surpass Fergie's achievements.
Hughes and Ferguson go head-to-head at Eastlands tomorrow in the 150th Manchester derby.
The Welshman has refused to get wound up by the United boss's suggestion that City are no great threat in the title race.
Instead, he has set his sights on creating the kind of winning mentality that has seen Ferguson win two Champions League and 10 Premier League titles in 22 years at Old Trafford.
Hughes said: "Sir Alex is there for everybody to aspire to. His record is exceptional and will never be beaten.
“Everybody acknowledges that, because managers don't get the time to succeed now that they had when he was starting his managerial career.
“The respect that every Premier League manager has for Sir Alex is without question.
“Sir Alex is the best. He's not only been able to have sustained success, but he's built a football club as well. “That's what I'm trying to do here. If I'm here long enough to do it, then I've got the record of Sir Alex to aspire to, but it will never be surpassed.”
Hughes has spoken of his excitement at City's potential, thanks to the millions that will be made available for players by new owner Sheikh Mansour but he insists it would be foolish to expect too much, too soon.
The City boss added: “It's early days for us. You look at United, they've had huge investment for 20-odd years, we've had it for about 10 hours.
“There's a huge difference. We're very early in our development. It's not going to happen overnight.
“It's a huge project here, not only on the field but also behind the scenes. “There are going to be massive changes to this club. And the focus that is on us is a little bit unfair, because we're very early in our progression.
“But make no bones about it, we're going in the right direction, and it's a really exciting time to be here.”

Gone should be the days of chasing the quick fix, risking all financially to achieve it. We`ve seen it done at City before, most recently with KK, and but for the intervention of the Doctor we`d be in complete financial turmoil by now. John Wardle did a superb job for us in just keeping us alive, but we all witnessed he could take us no further.
Regardless of anyone`s feelings about Ferguson`s nited, you have to say he has done an amazing job that has earned respect throughout the world of football. It`s my personal belief that we now have a man that easily has the capability to achieve something of equal success.
Hughesy has proved he understands the components of being successful. He has, however, only now been given the chance financially to prove it at the very top.
I`ve said it before, regardless of where his playing career took him, this is a man to admire. He has demonstrated professionalism, commitment, work ethic and unflinching resolve to succeed throughout his entire career in football. He has an obvious, absolute belief in his own ability, and i hope the hierarchy at City will continue to show the faith they already have for many years to come.
We hear all the same stories from our players now that we heard come out of Blackburn. Hughes and his management team leave no stone unturned in their preparation of players to get the right result. We hear from Superman how individuals are being assessed, and subsequently given additional personal goals to improve their overall ability, be it more ball work or simply bulking up a little.
We`ve already hit the lowest point under Hughes imo. He came into a club with a very, very different regime mentality, and it is only just starting to show now that our players are finally getting to grips with the standards he demands. I believe his standard is a simple one. Be the very best you can be, and all things will come. Be prepared to accept you can improve, and never imagine anything but serious commitment and hard graft will bring that improvement. Commit to it fully as a professional.
We finally have a true sporting club mentality running throughout City, and i have no doubts that good times a plenty are going to roll very soon. I`m hopeful we might win something this season, although personally i will be more than happy to finish up with the knowledge that we are improving week by week.
Hughes out? Get real. This man will build us a side to compete for everything, and i mean everything. When players agree to come to City they will already know they are agreeing to commit to working their proverbials off, because this is how success is won. They will know there is but one law at the club, and it is that of a man that will not accept second best. These are the men we need, regardless of how big their name may be today.
I`ve supported City for 40 years now, and have never felt so hopeful of what lies in store for us. We`ve suffered the jibes, and been the butt of the jokes, but we are back. City are back.
I`m gutted to say i won`t be there in the morning, although i shall be watching from a faraway land at half 8am! I`ve warned the missus it`s an early night, and no funny business the day before a scrap, as i need my legs strong for jumping up and down celebrating!
