The finance is in place for Hughes to be ultra-persuasive once January arrives and the aim will be to bring in new faces as quickly as possible.
City will be looking to coax at least five players into the squad in the four weeks available to them and defence and midfield will be a priority.
ButĀ given the quality of the players in squads of Chelsea, Liverpool, United and Arsenal - click on the gallery link to see our graphic - it is clear that Hughes has a difficult taskĀ to raise his playing staff to a similar level.
His team has already shown this season that scoring goals is not a problem, even against the elite, but a porous defence shows little sign of closing the back door and has now conceded two goals in five successive matches.
It is a telling fact that the Blues have only won Premier League games in which they have scored at least three times.
Click on the video link to see Gary Owen give his view on Channel M's City debate show
Hughes will target a left back, a central defender, a goalkeeper and at least one central midfielder in January in a bid to stiffen up his brittle Blues but to take the team where he, the owners and the fans want to go, he will eventually have to attract some of the names in the four lists above and that is hard at the best of times and nearly impossible in a mid-season transfer window.
This will be the manager's first stab in the transfer market armed with the Abu Dhabi millions and all eyes will be on how he uses the cash.
Hughes will target players of the ilk of Chelsea's Wayne Bridge, Pompey's Lassana Diarra and Roque Santa Cruz of Blackburn and may well be successful in landing all of them.
All three would improve City and give the manager much-needed options but even then the Blues will be some way off the finished article eventually envisaged by the Sheikh, chairman Khaldoon and the manager himself.
To assemble a side of star names capable of seriously and consistently challenging Arsenal, Chelsea, Liverpool and United takes plenty of time and careful planning.
There is a real danger that expectations may run riot in a transfer window that is notoriously difficult to negotiate for clubs looking to boost their playing stock with top-class material.
That was shown last season when Sven-Goran Eriksson, with money to spend, could only prise away players towards the end of the window and even then gave the impression that they were by no means his first choice.
Superstars at the peak of their powers and with clubs doing well domestically and in Europe simply do not tend to swap horses in mid-race and it may be that Hughes needs next summer and even the one after that to completely revolutionise the look of City's imbalanced squad.
A study of the graphic above gives an indication of the work that lies ahead in terms of buying and selling, wheeling and dealing if the Blues are to compete on a level playing field, with the perennial front-runners.
Just how many of City's starting 11 in the 2-2 draw at Hull on Sunday would find a place in the first teams of those considered the `big four' is open to a great deal of debate.
Bids
Which of those players in Blue at the weekend would be subject to bids from Arsene Wenger, Rafa Benitez, Luiz Felipe Scolari or Sir Alex Ferguson?
Certainly most of the quartet would like Brazilian superstar Robinho in their ranks, Joe Hart would be considered as one for the future and Vincent Kompany would be a welcome addition to squads along with Shaun Wright-Phillips and the rapidly improving Stevie Ireland.
Of course, success can be had in both the league and cups on a fleeting basis without breaking the bank of Abu Dhabi or elsewhere as both Portsmouth and Spurs have shown recently.
Everton, too, have proved that the cartel at the top of the Premier League can be broken into given the correct blend of personnel and tactics but they have also shown that it cannot be easily sustained.
For that to happen there has to be serious investment both in terms of money and time. A side has to be constructed that is balanced both in its skill levels and its personality.
A team is needed that can scrap out 1-0 wins where necessary, turn what appears certain defeat into a draw and then when it is allowed play the kind of flowing football that transports fans to a different planet.
City have managed to royally entertain so far this season and some of their play has been stunning but even the most rabid fan would admit they are a long way from the finished article and that it will take time, patience, nous and lots of money to assemble.
How long will it take to knock City's squad into shape? Have your say.

Friedel, no one wanted him when he was linked with us. Sidwell no one wanted him either. ashley young? nicky shorey? reo coker? carew? milner?
if we had been linked with these players there would have been hell to pay on this forum but look where they are in the table and look where they are heading.

note the article refers to "post take-over" so in theory you are right.. he had about an hour in the window...and we signed robinho. but we wouldnt want that to get in the way of your doom and gloom now would we.

You don't give us much of a choice do you? I wouldn't have any of them on present form, which answers a lot of questions about possible transfer targets. I don't believe any of our defenders would get into any of the top 6 teams.

If this is the managers ambitions god help us!!
Do you really think we are going to attract the "big stars" with this dross.
The manager in my opinion can only manage the small boys and somewhat struggling with that ..
I personally think Sven or Jose would of been the right type of Manager to manage the big boys!
HUGHES OUT Campaign needs to be in force!
OB1 - Am I being too drastic!
I normally value your opinion!
However, I feel you have the same opinion as me - but wont admit to it ...the force is strong!

As I understood it, MH had £400m to spend, but only 12 hours before the transfer window closed . To sign Robinho is this time was an excellent piece of business.
MH is a good manger who needs to be given the time and resources to build a team.
How people can be calling for his head at this stage amazes me.
bluejedi (18/11/2008 at 12:03)
Lassana Diarra
Roque Santa Cruz
and he has handed that to Sheikh Mansour then i hope Sheikh Mansour grabs it and tears it up because those players are not going to get us into the top 6 or 4
i wouldnt mind wayne bridge but i would buy carlos pyoul and sergio ramos.
i dont really know much about Lassana Diarra but i dont know were he would play because we will be signing kaka for £80 million and our midfield will be kaka and ireland theres no were for diarra to go unless he likes left wing
but santa cruz he is not good enougth he was good last season but this season he is not scoreing and he is not worth the £30 million
there are far better players than him we could buy

Santa Cruz and Diarra are top class players. We can't just go out and Buy 11 world class players we need to build with these type players first.

They are nowhere near powerful enough yet to compete in the Prem.
There's nothing anyone can say that will stop the mouth foamers to continue turning rabid so I'm just happy to laugh at them.

A good point. It's all about getting a team together. Filling it with a load of Galacticos doesn't guarantee success.
Mind you, playing players in the right positions helps.

As much as it pains me to critisize a "fellow" Blue, you're just talking out your backside mate. You obviously haven't been around football too long have you? The best players will not leave their teams half the way through a season, especially if they're at a "big" club and having a successful season.
ALL the players mentioned in this article would improve our current team wouldn't they!!? Now thats a question you can ask yourself, because if you say they wouldn't, then you obviously haven't looked at our squad recently! All he can do is improve the team right now with players with PREM experience you muppet because we need them firing as soon as they pull on a Citeh jersey.
Please forgive me for seeming to be harsh but i think you're an idiot.

The capacity of the City of Manchester Stadium will be 78,000 for the 2010/2011 season. Eventually the plan is to make CoMS a 100,000 capacity ground, although that might take 7 or 8 years.
Prior to 1995 Maine Road was always a bigger ground than Old Trafford anyway. Maine Road was Britain's biggest ground from 1923 to 1995. Now CoMS is going to be the biggest in Britain forever.
Manchester City's complete domination of planet footabll is just around the corner...

Get behind the team. True, we are now the 'richest club in the world' as all the media love to point out but we've only had ONE DAY to spend our money. As we improve, we'll soon have the pulling power (AND the money) to attract the mega stars but calling for Hughes head after less than 20 games in charge is crazy.
