Hart, one of three keepers named by national boss Fabio Capello, limped from the pitch after sustaining an ankle injury trying to prevent Hull's opener in the 2-2 draw at the KC Stadium.
Blackburn's Paul Robinson has been recalled to the squad.
Blues boss Mark Hughes said: “He'll have to be seen by our medical people when he gets back but he's likely to be out for a minimum of three to four weeks.
“He's obviously out of the England squad, which is a blow to him, but most importantly it's a blow to us because we have some key games coming up.
“He's gone over on his ankle initially trying to stop the goal and the lad (Cousin) has actually fallen on his leg as he went over on his ankle.
“It's compromised him greatly, and it will definitely be three or four weeks I think.”
Steven Gerrard has also been ruled out of Wednesday's match after tearing a leg muscle during Saturday's 2-0 win over Bolton and has been ruled out for up to 10 days.

The decision not to buy a third keeper was a poor one.
