The Blues captain is expected to sign a new contract at Eastlands, despite Harry Redknapp's interest.
City have offered the 28-year-old a contract which would almost double his £28,000-a-week salary - although he could have earned more at Pompey.
But Portsmouth chief executive Peter Storrie has now conceded that Dunne will not be moving south.
Storrie said: "We're not expecting anything to happen. It looks like he's going to stay at City."

Yes, he makes mistakes, but he has been defending for a side thats had a poor midfield infront of him for years!
Many of you think he isnt a top defender because he makes too many errors, but if you look at the top defenders, for the top four, you will see very strong midfields infront of them acting as their protection.
They all play in far superior, balanced sides, and they do a 1 man job, as each player should do.
When we have strengthened our team, and midfield in particular, the doubters will realise that Dunnie is actually a top centre half and is worth us paying out good wages to keep hold of.
The last thing we need when starting fresh with a new manager is to lose one of the vital cogs of our squad.
Dunne to be player of the season again? I hope so. He has done a great job for City and long may it continue

We do however need a couple of big names to lift our performance. I am hoping we can get there.
Can some of you locals in the Southern Stand say thanks to Dunnie on my behalf, I won't be at Eastlands this season. It's a long way to travel with a ball and chain!!

Well i really do think we have took a huge GAMBLE here.
2.6 million a year i think if hughes had a closer look around england and europe for that amount of money we could have got a younger and more skillfull centre half.

The difference is that a mistake is much more impacting when we can't score at the other end. Therefore, Dunne gets it in the neck for one mistake in a game which costs us the game. The top teams may make the mistakes as much as any other team, but they are less impacting as they will go on and score 2 or 3 down the other end.
I for one am longing for stability and Dunne is part of that. He is loved by the Majority, puts 110% effort into every game and is a solid defender who has made many MOM displays that have earnt City vital points over the last few seasons.
Please stay Dunne, you are a great nucleus to build a team around and hoepfully this season, you may get some cover from midfield!!
