Barrow is keen to sign trialist Paul Scott, the former Huddersfield defender, who has spent a fortnight with the Shakers.
But the club, which went into administration in March, 2001, has an embargo imposed on it which prevents Barrow from securing the signature of any more players - unless someone leaves.
Scott played for Bury Reserves in midweek in a 1-1 draw with Shrewsbury Town.
Barrow said: "Paul's done very well and he looks a useful player, but my hands are tied."
