Bishop has been Bury's talisman for the last two years, but missed an 81st-minute penalty, which would have earned the Shakers a share of the spoils.
"There's no blame on Bish whatsoever because the amount of times he's scored goals for us is unbelievable," said Scott. "He's saved us many times in the past and kept us up the last couple of seasons. Everyone misses at some point, we've now just got to get on with it.
"Over the last couple of seasons we were getting beat quite a lot.
"But now we don't really know what a defeat is and I think we've got enough team spirit to get over it."
Wretched
The Shakers suffered a wretched start as Rotherham raced into a 2-0 lead inside 11 minutes.
Scott pulled one back, but Bury were unable to avoid their second straight home defeat.
Alan Knill's men also conceded early against Exeter and Scott admits they must switch on if they are to remain in the promotion picture.
"We made a sloppy start at Dagenham on Saturday, but didn't get punished for it and won the game," he said. "This time in the first 10 minutes we were a shambles and we were made to pay.
"I don't know what it is, we were just sloppy, they had a couple of chances and put them away. It's something we've got to stop doing because we should be winning games like that."
