Wanderers will attempt to complete a Premier League double over the Blues at Eastlands on Sunday.
And Evans says what they lack in spending power compared to the Blues, they can make up for in other areas.
"You either talk about it or you do something to counteract it," he said.
"We won't have the money of Sheik Mansoor. But what we will have is the acumen.
"There is nothing stopping us getting up early in the morning, nothing stopping us work every day which we do.
"The days of time off have long gone. At City, they have a different agenda to ours.
"If we were at City our strategy would be different. But we are not and we have to compete with them.
"What we have spent in 18 months on our squad, certain clubs have spent on one player.
"We have punched above our body weight and that's huge credit to everyone at the club, primarily at the manager."
Megson has been away this week on scouting missions and has now been linked with Celta Viga's Algerian international striker Kamel Ghilas.

Unfortunatley the days when teams like Forest could win champion legues are long gone as money now dominates the game. Soon though things will change, Utd may struggle when Saf retires (when he beats Liverpool record) and with a big debt hanging over them and possible changes in uefa regulations.
Bolton are a well run team and have done well to survive post Big Sam era. Hope its a great game..
