Gartside insists "urgent attention" is needed to resolve a financial and structural problem within the game.
"We must recognise," says Gartside, "the financial gap not only caused by billionaire backers but disproportionately increasing sponsorship and prize money is affecting the balance of the competition - not only in the Premier League but also in the Championship.
"If we are to have a healthier football family we need to address the situation sooner rather than later.
"We are finding it increasingly difficult to compete in the transfer market, wage inflation is still being fuelled by teams with larger financial backers and if we don't compete, we are accused of a lack of ambition.
"Bolton are fortunate to have the fantastic financial support of Eddie Davies - but it would be so different without him.
"What scares me this season more than ever is the plight of the teams that have enjoyed Premier League monies and are now facing relegation from the Championship such as Charlton."
Gartside is one of the Premier League's longest serving chairmen. He also sits on the FA Board and last year called for a two-tier Premier League consisting of 18 clubs each.
"The sooner we discuss the situation at league level, the better," he said.
"It shouldn't take a club to go bust or go into administration to make us wake up to the fact there is a problem."

Didn't here him bleating about the "football family" when Fat Sam had them in the UEFA cup,was telling Hamman how he was joining a "smaller" team than Bolton and City were skint.
How times change.
Eventually,economics and poor support will dictate Bolton will end upback in the championship where they so obviously belong.

Well unpalatable truth you've hit the nail on the head when you say how times change. Have you thought what happens to City when your billionaire backer pulls out leaving you with a massive squad and sky high wages. Times will change again there's no doubt about that and they don't always change for the better.
Manchester city have never benefitted to any real extent from their financial advantages.It's hard to avoid the suspicion that if the were to spend 10billion they would continue to seriously under-achieve.They have played second fiddle to Bolton wanderers for most of the past 15years and i expect that to continue.It's only a matter of time before their current backers get fed up.

Why is it?
Are City fans to believe our owners when they currently stress that they are in the for the long run, when they have a 10 year plan, that the reason that they bought City was part of a wider context in the worldwide promotion of Abu Dhabi...or not?
They aren't here to make a few quid or to use City as a personal plaything, their motives are very different.
AND, I suspect, Gartside would have a different perspective if it had been Bolton that had been bought by the Sheiks. He's a cast-iron hypocrite and a silly little man who jumps up and down, from time to time, thereby ensuring that the rest of the football world looks at him for a little while, and he's especially vocal when it comes to Manchester City. He's obviously got a 'thing' for us.
