Another tax for innocent dog owners, the council has lost the plot!!!!!
I think anyone handed a fine should refuse to pay!!! What are the legal consequences?

Whilst I agree there needs to be tighter controls on some dog owners who do not clean up after their dogs, or, who havent bothered to train their dogs and they are a nuisance in public spaces, there are those of us who have gone to the nth degree to make sure that our dogs are socialised and trained at a very early stage and, clean up after their dogs.

there should be a responsibility put onto dog owners to actually prove they have taken their dogs to training classes and have taken every reasonable step available to socialise, train and look after their dogs properly, like the rest of us. this is an expensive exercise but one that we insisted on taking before taking on a dog. We have two dogs of collie size and both are no problem whatsoever inpublic spaces. We went to great expense to train them and are very very strict and extremely responsible dog owners and, it goes without saying, that we automatically keep our dogs on their leads when in certain areas and on public roads. this proposed action would not be fair at all and is only necessary for those who show themselves to be irresponsible in the first place.

There are places I wouldnt want to take my dogs because the areas are so filthy and littered with glass and rubbish that i wouldnt want my dogs to have any injuries as a result. what are you doing about those areas ?? This is a regular problem, especially in the blackley area and even when we ask the council to come and clean up the mess some "person" has deliberately made in public, they cant even be bothered to pick up all the glass. This happened recently outside my garden and the council workers just kicked the remaining bits of glass into the gutter.

So, all you councils out there, get a grip, as you quite clearly cant cope with the operations you should already be in charge of without introducing more mindless, nonsensical rules.

Should this go ahead, then every single time we see a mess left by a PERSON, then we will be constantly onto the council and even the police (in the many many many cases of glass bottles that are thrown deliberately on the public roads and footpaths and parks - where I wouldnt want my dogs to go to anyway).

One disgusted resident, paying very high council tax rates ( to use these parks).

My 11yr old bitch is speyed and obedient. She walks off the lead and waits at the roadside to be told when to cross. If she is called, she returns to my side and if she fouls, it is in the gutter. I carry bags to clear any faesces which are then put in the dog bin if there is one otherwise, I take it home with me. I carry her lead at all times when she is with me, just in case I need to leash her. Who are the powers that be going to fine when there is a dog running loose? It seems to me that the council is going for the soft option in pouncing on responsible owners, rather than the irresponsible. They should be ashamed of this money grabbing scheme, for that is all it is.

people, specially the ones in charge of this ridiculous decision making seem to be forgetting the ethical issue of animal welfare. I dont deny there has been incidents with badly brought up dogs by evil dog owners but that doesnt justify discriminating all dogs and good owners. kids get bullied/attacked/even killed at schools. you wouldnt go and shut all the schools now would you and lock all the kids up, put them down, dispose of them, like they are doing with dogs lately. Denying dogs to run in a park and excercise is the same as banning gyms for humans. yes it would stop accidents happening but it doesnt make it a good idea. Dogs run in the park because their bodies require them to. with this new law a dog can go all his life without ever stretching his legs. developing serious health problems without a doubt. people without dogs wouldnt understand, try to relate it to your own kids maybe?? no playground??? kids developing artheritus at the age of 16?? dogs can't speak out and if we let horrible, thoughless laws like this pass then we should be disgraced!!

My wife and i have four dogs, for nine months of the year all we ever see is other dog walkers. Only in the fair weather do we see anyone showing an interest in our dogs and what they are doing. Running chasing each other fetching sticks and balls. As far as i can see the only people bothered and that will suffer are the responsible owners and their dogs, the irresponsible ones aren't bothered now and won't be about this. It is a shame that the council don't show the same interest in the Drug users, drunks and the kids that hang around parks intimidating, vandalising and generally ruining what could otherwise be a nice place. We own dogs and are what they call 'revenue positive' and with our dogs shall be penalised for the behaviour of a few, a few that don't care now and will not care when the council brings in this idea. At the moment knocking dogs is big in the media for all the wrong reasons when will it end and what is next?

I dont think all dogs & all responsible owners should be "tarred" with the same brush i think "dangerous types" of dogs should be kept on a lead if they are not muzzled.People should be fined if they do not have "cleaning-up" materials with them.But dogs do need the exercise and should be allowed to be let free ,under supervision.

I believe dogs should be allowed to run and play off the lead if their owners are responsible enough and in control of the dog enough. If my dog had to be walked on the lead in my local park it would result in my house being ripped apart because of excess energy and boredom...not bad behaviour. I walk my dog twice daily in my local park and am careful to watch who else is using the park and to makesure the dog does not interfer with them. I find it absolutely awful that me and my dog should be penalised for the not so few disgraceful dog owners, whilst they seem to get off scott free and go unchanllenged. I know many firece dogs, many people who let their dog's foul in very public places and many owners who have little or no control over their dogs, yet they never seem to get found out, challenged or dealt with.
I undersstand why such laws are being thought about, but feel it is very unfair for people who take dog owbership very seriously and get a great amount of pleaseure out of being able to go out for a walk and watch their dog play unhindered.
Becaus of all the litter and abandoned food in my local park, I have to muzzle my dog as she eats this disgusting stuff and has recently cost me a fortune at the vets. Nothing is done about littering, yet I have to deal with the consequences and not only muzzle my dog for it's own saftey, but now I have to look at keeping her on a lead as well. It just seems a bit too much and has really made me angry.
My dog is the sweetest dog who is very friendly to all people and other dogs. I am a responsible owner, and yet we will both be penalised under these new laws. How is that right?

I am disgusted at this. Animals need to run around not be stuck on a lead. Fine the owners for not cleaning up dog muck don't take it out on the dogs. There will be more unwanted dogs now cos most people don't want to be stuck with a dog on a lead for an hour.

Where do I start? Maybe my angle about responsible dog ownership is slightly different. Every dog bar none is born of a bitch that has either accidently or deliberately been mated. Therefore I hold anyone responsible for bringing a puppy into this world accountable. Let me qualify this statement. I bred pedigree dogs ( breed irrelevant) for 25 years until I worked at manchester dogs home. I have never brought a puppy into this world since. Why-because there are too few decent dog owners to go around and for every one of you who have taken the time and trouble to respond to these dog control issues there are 10 who won't give them a second thought.
By all means penalise thoughtless and inconsiderate dog owners but also reward the good one's.I went to the trouble of putting my dog through the good citizens awards and she attained gold but do you know what- who gives a damn. I retrained her with hand signals when she went deaf so that she could still run free off her lead and I was able to direct her back.
How can the council deem this an important issue when you look around at the disgusting litter,broken glass,condoms and the bane of my life-spit.
I would never take my dogs on a kids playground,tennis court,pitch and putt - who in their right mind would, but don't segregate us in the rest of the park as their are as many people with children who love outings with the dog as part of the family.So madchester council-not a spelling mistake- you sort out all the other problems in our parks and I promise to continue to be the responsible dog owner I have always been, because you see good dog owners are consistent-can you lot say the same?

I am a responsible dog owner, I clean up after my dog, keep him on a lead on the pavement on all streets and if he is in the park he is always under control and I always keep him on a lead when near to the childrens play park and other areas such as the bowling green. However, under these new proposals, he would not be able to be exercised in my local park (Debdale) off the lead at all. I think this is absolutely disgusting and some parents have less control of their offspring than I do of my dog! Where are the ASBOs and banning of these persons from public areas?

Bleat, bleat, bleat ! "Its not my dog" ! Well its someone's dog isn't it ? Just keep them on the lead stop them fouling or take them to the dogs home to be put down if you are incapable of the simple tasks of wrapping leads around their mangy necks, collecting their stinking urine in a container and picking up the stinking filth from their backsides. How you deal with the flea infestations in your homes is your business just stop your hounds from jumping up at innocent clean people and passing fleas on to us along with the disease laden slobber from their fangs which they've just been licking their own backsides, other dogs backsides and your faces with.

Its all very well dog owners defending themselves with comments about yobs, vandalism, litter and anything else they can think about to deflect this dog problem from themselves but on my visits to inner city Manchester I've witnessed the offenders of the issues they cite with American Pit Bulls, Staffordshire Bull Terriers and Bull Mastiff's in tow to frighten off anybody who may bring them to task for their actions. Therefore dog owners are to blame for all the problems they raise here to deflect the attention off dogs. A case of shooting yourselves in the foot I think.
