Buyers and sellers to try out new packs

HOME buyers and sellers will test special Home Information Packs and condition reports in six trial locations later this year.

The voluntary packs will allow buyers and sellers to try them out and bring any glitches to light ahead of a June 2007 deadline.

It will also incorporate a home condition report, which is now voluntary after a recent government U-turn.

From June next year, HIPs will be compulsory for homeowners or their agents when selling a property in England and Wales.

They will include information on the terms of sales, evidence of title, copies of any consents and approvals, copies of guarantees local search replies and an energy performance certificate.

The Association of Home Information Packs (AHIPP) is a trade body which represents members in conveyancing, estate agency, search provision and HIP provision.

It has contested the government's U-turn, arguing that the home condition report is important to give buyers a clearer picture of the property they are buying.

I would much prefer to know at the beginning of the process what I am up against in the process of selling a property.

The Survey Report arrives 8 weeks down the line, highlighting problems with the property. This is frustrating when serious problems come to light, since renegotiation and further investigations are needed, so that eventually with much hard feeling all round it either exchanges hands or, in 30% of cases, it doesn't.

That is why I would prefer a Home Condition Report with the Home Information Pack at the start of the process, and the opportunity to get defaultss rectified or quotes to go with the sale - then we all know what we are doing. Most people can deal with the truth - it is the deceit and misinformation that causes problems.
