David Booth, 20, of Grierson Street, was charged with driving without due care and attention, drink-driving, failing to stop at the scene of an accident, using a vehicle without insurance and driving without a licence.
Two girls aged five and seven were seriously injured when they were hit by a car in Torrington Avenue, Halliwell.
The five-year-old was taken to Royal Bolton Hospital and the seven-year-old to Booth Hall Children's Hospital in Pendlebury.
A spokesman for Greater Manchester Police said a 20-year-old man from Bolton had been charged with a number of motoring offences after a collision in which two girls were injured.
He will appear at Bolton Magistrates' Court.
