Education secretary Ruth Kelly said the aim was to support people who wanted to become a film director, producer, costume designer, or take up other jobs in the sector.
The plan is to launch a special training board with the help of a levy on film production which the Government said would be a "small fraction" of the total cost of making a film.
Ms Kelly said '500,000 a year would be raised to invest in training.
"The British film industry consistently produces creative and technical talent that can compete with the very best in the world.
"This new initiative will ensure the investment in training to support and retain British filmmakers and encourage more top young talent in front of the camera and behind the scenes." Tweet
