Manchester riots: Looting yobs face two-year ban from city centre shops

Thugs convicted of taking part in last week's riots will be banned from shops in Manchester city centre for two years, the M.E.N can reveal.

City centre bosses have taken the unprecedented move to bar every man, woman and child convicted of looting or public order offences from more than 400 stores.

The ban includes every shop in Manchester Arndale as well as the Triangle shopping centre, Marks and Spencer, Debenhams, Selfridges, Harvey Nichols and Kendals.

The hardline tactic is being seen as part of the 'fightback' against yobs who trashed Manchester and Salford in unprecedented scenes of disorder on Tuesday night.

Dozens of city centre stores were left with huge repair bills after being ransacked by the rioters.

By last night, more than 230 people had been arrested in connection with the disturbances in Manchester city centre and Salford.  Of those, over 130 have been charged as Greater Manchester Police continued to carry out warrants over the weekend.

The decision to slap a 'shopping ban' on those convicted for their part in the trouble has been taken by city centre management company, CityCo, together with Manchester council and GMP.

They will use a 'civil exclusion scheme' originally designed to keep persistent shoplifters out of the city.

The partnership will add pictures of all those convicted for their part in the riots to an offender database.

The images will then be sent out to every store signed up to the city's scheme – with security guards instructed to turf them out if they try to get inside.
Rob Dyson, head of CityCo’s business crime reduction partnership, said: “The public disorder last week has had a tremendous impact on our retailers and has damaged the local economy.

“We want to send out a strong message that Manchester’s business community is standing together and those that disrespect our city are not welcome and will not be allowed to enjoy it.”

All offenders will be informed of their bans by letter, and told that their names and images have been passed to store bosses across the city. The ban will run for two years.

Pat Karney, Manchester council's city-centre spokesman, said: “The scenes we witnessed on Tuesday night were shocking and we cannot tolerate this kind of behaviour in Manchester.

“The civil exclusion scheme is already doing a fantastic job and it makes sense to add these disgraceful individuals, who show complete disregard for others people’s property, to the list.”

an exclusion for life would serve as a suitable ban

Is this actually enforcable?

The exclusion scheme will be difficult to enforce given the sheer number of bans.

were the riots and looting 'sheer criminality' or has the gap between rich and poor spread so wide that the only way to get the good things in life is to just take it?!

These bans are not worth the paper they are written on. Not enforceable by police at all. Now if they were given an asbo of some sort.....

Another stupid idea... They will just go elsewhere even if it was enforceable.

Although I disagree with these rioters, to me the treatment of them is now going over the top. Yes they need punishing, the worst behaved should go to jail like the guy who set Miss Selfridge alight, but to send a mother of two to jail for 6 months because she wore a pair of looted clothing is just plain stupid.. A pervert who looks at child pornography gets less harshly treated and there is just no comparision. What will banning them do? Some of these kids will be very resentfull when they come out of jail and we could just to creating a new batch of criminals.

tag them for 2 years and if possible set security soft ware on the doors to trigger if they try and enter

Bob A, I think what the father did was admirable.Obviously he placed his leftover food where someone less fortunate would find it and eat it. I've seen this done quite often in several cities. I applaud it.

This is all about discipline. Yesterday at about 3pm in St Ann's Square there was a family of four walking along. Dad is eating chips from a tray and decides he has had enough of them so walks over to one of the concrete benches and sticks his chips on it and walks off! Have you seen how many bins there are in St Ann's Square? I said that he had dropped something so I was told where to go! What example does that set his six year old? It says it is OK to drop litter and to swear aggressively if challenged.

Bob A, I think you've misinterpreted leaving perfectly good food easily accessible for those less fortunate, with litter. I've seen the practice in several cities around the world and I think it's admirable.

Redgilly - depends on whether she joined in with the looters - also in possession of stolen goods is a crime

If we can,t ban people from wearing hoodies why don,t the 400 stores in manchester
ban them from being worn in there stores. and if a copper at a football match can threaten a fan. to having is Hat/hood conficated unless he shows his face, then I,m
sure during these dis orders Police can order these thugs to take off their hats scarfs
and hoods, instead of arresting them photo them there and then to be arrested later
so the police are,nt losing men and the thoes looters will be caught up with later. Also
in future why not when or if this shoulkd happen again these people wearing such apparell (scarves, hoods, hats, bandanna,s ) are charged with going equiped.that will soon bring a end to the sales of hooded tops.

Thos who damaged property and looted from shops last week should be made to attend the shops which were affected and apologise in person to the owners/managers. They should then have to spend a week working at the shop they stole from/damaged and duties should include brewing up for all the other staff members. They should be subjected to a degrading full body search at the end of each working day to make sure they aren't trying to pilfer any more stock.

Why are none of these people being slapped with an electronic tag?! or house arrest?! a slap on the wrist seems more appropriate.. and TRY to keep them out of shops.

Give them the tag, give them house arrest.. then none of them will be in town

had a thought, instead of "shop a looter" how about "ship a looter", no, I don't mean use them for ballast in a ship export them to Poland. After all some on the news were complaining they were "coming over from Poland and taking our jobs". Lets support these rioters in taking those Polish jobs.
